Development of Small and Medium Hydropower Projects: What conditions should be met?

Vietnam still has the potential to exploit around 4,000 MW of capacity from small and medium hydropower sources. What conditions should be met by the development of small and medium hydropower projects? Below are opinions of some experts and scientists about this issue.

Taking the initiative in terms of technology and equipment

In the context of rising energy demand, the improvement of production efficiency through establishing policy frameworks, diversifying supply sources is being paid special attention by policy makers and specialists; in which, step by step mastering technologies, localizing products, and lessening dependence on imported foreign equipment.

The Ministry of Science and Technology has developed a number of specific mechanisms, policies and programs to direct and motivate research and development activities in the energy sector. Particularly, to focus on mastering technologies of equipment manufacture for medium and large hydropower and thermal power plants, studying and applying new energy, renewable energy sources as well as science solutions for energy saving in production and manufacture activities, etc. To develop the energy technology, Vietnam needs the cooperation and support of the international community, especially of partners with advanced technologies, etc.

To strictly control the water resource in flood and dry seasons

In order to efficiently and safely operate small and medium hydropower projects, special attention should be paid to water resource management, and the most important task is to control water resource in the flood season. It means that an appropriate reservoir operation procedure should be made available and the compliance with this procedure should be under control.

In Thua Thien Hue, a flood discharge control system has been set up using cameras transmitting data directly to the Provincial Disaster Prevention, Search and Rescue Steering Committee or to monitor information whenever discharging floods in the flood season, the Chairman of the Provincial People's Committee has the authority to run the flood discharge. Water resource downstream and water resource needed for agriculture should be carefully considered so as to take the initiative in working out plans for electricity generation to match water needs for agriculture and people’s life in the dry season.

Five solutions should be paid due attention

For sustainable development and efficient operation of small and medium hydropower sources in Vietnam, I think it is important to focus on five solutions:

- To improve the effectiveness of reviewing, evaluating, and planning of hydropower plants in operation.

- To further enhance the functions of the State management agencies from the central to local levels in inspecting, supervising, implementing and observing legal regulations.

- To strictly punish cases of violation or not serious compliance with the current regulations.

- To further strengthen the coordination between ministries, agencies and local authorities, to well manage the planning, construction, investment, exploitation and operation.

- The Government, ministries and agencies should soon consider supplementing and revising decrees, circulars, sanctions and institutions so as to promptly meet the investment in and development of small hydropower plants in order to ensure its efficiency and sustainability; considering investment attraction to small hydropower plants from foreign investors.

Strengthening the coordination between the local authority and investors

The investment in and construction of hydropower projects has facilitated the infrastructure development in the district such as electricity, roads, schools, etc.

For the sustainable development of small hydropower plants, it is necessary to strengthen the synchronous coordination among agencies, departments, and local authorities to well manage the planning, construction, operation and exploitation of hydropower projects, towards step by step developing hydropower sustainably on the basis of harmonizing the interests between energy security requirements, domestic water supply and agricultural production, between economic development, environmental protection and cultural identity preservation, especially in mountainous ethnic minority areas.
