Dissemination of regulations on mechanisms and policies to encourage SPSCRSP development

On November 4, in Hanoi, the Ministry of Industry and Trade (MOIT) coordinated with Vietnam Electricity (EVN) to organize a conference to disseminate Decree No. 135/ND-CP, taking effect from October 22, 2024, regulating mechanisms and policies to encourage the development of (self-produced and self-consumed rooftop solar power) SPSCRSP.

The conference was broadcast live to 789 points at power corporations/companies, enterprises, and localities nationwide, including island districts such as Co To, Con Dao, and Phu Quoc.

The Government has issued Decree No. 135/2024/ND-CP dated October 22, 2024, stipulating mechanisms and policies to encourage the development of self-produced and self-consumed solar power installed on the roofs of construction works including houses, offices, industrial parks, industrial clusters, export processing zones, high-tech zones, economic zones, production facilities, and business establishments invested and built in accordance with the provisions of law. Of which, 9 policies encourage individuals and organizations to develop SPSCRSP, helping to promote the participation of the whole society in protecting national energy security.

Opening the conference, Deputy Minister of MOIT Nguyen Hoang Long emphasized that this is a Decree that has received special attention from the Government and the Prime Minister. Thus, the leaders of MOIT, directly Minister Nguyen Hong Dien, have had working sessions with relevant units, corporations, and enterprises and have made close direction and management to aim for the highest goal of prompt completion and having the Decree approved by the Government.

In addition, the promulgation of Decree No. 135/2024/ND-CP has met the expectations of the domestic and foreign electricity business community; gradually meeting the energy needs of the people, as well as the development of the economy. The early implementation of Decree No. 135/2024/ND-CP will help Vietnam mobilize more social resources and foreign investment sources to participate in the development and ensure national energy security.

The Decree is built on the following development principles: The development of SPSCRSP shall ensure publicity, transparency, and equality with the subjects specified in this Decree; the purchase and sale of surplus electricity output (if any) of SPSCRSP shall comply with the provisions of this Decree.

The capacity of SPSCRSP development connected to the national power system in each locality shall comply with the provisions of this Decree, excluding SPSCRSP in districts and island communes that have a power grid but have not yet been connected or linked to the national power system.

In addition, organizations and individuals carrying out investment activities in the construction of SPSCRSP are required to comply with the guidance of state management agencies on construction, fire prevention, and fighting, environment, and capacity; coordinate with units to design, install, and connect electrical engineering to ensure safety during operation as well as purchase equipment in accordance with standards and regulations.

In the process of investing in the construction of SPSCRSP, organizations, and individuals shall not use used imported photovoltaic panels or DC-to-AC converters. SPSCRSP shall be operated to ensure the safety of the national power system in an equal manner with other renewable energy sources (solar power, wind power).
