Operational situation in May 2025; objectives and tasks in June 2025

In May 2025, Vietnam Electricity ensured a safe and continuous power supply, serving socio-economic development and meeting people's daily needs. In particular, EVN has ensured a safe and stable power supply for areas where major political and social events were organized during the 50th anniversary of the Liberation of the South - National Reunification and the April 30 and May 1 holidays.

The total power production and import output of the entire system in May reached 28.6 billion kWh, with the largest daily output at 1.041 billion kWh and the largest capacity at 49,759MW. Accumulated in the first 5 months of 2025, the total system output reached 127.6 billion kWh. The proportion of mobilized power sources in the entire system in the first 5 months of the year is as follows:

+ Hydropower: 25.7 billion kWh, accounting for 20.1%.

+ Coal-fired thermal power: 72.4 billion kWh, accounting for 56.8%.

+ Gas turbines: 8.7 billion kWh, accounting for 6.8%.

+ Renewable energy: 18.2 billion kWh, accounting for 14.3% (of which solar power reached 11.77 billion kWh, wind power reached 5.85 billion kWh).

+ Imported Power: 2.3 billion kWh, accounting for 1.8%, etc.

The electricity transmission output in May 2025 and the cumulative total for the first five months of 2025 are estimated at 22.9 billion kWh and 101.73 billion kWh, respectively.

Investment and construction work: Regarding the investment situation of key power source projects in 2025: (1) The construction work volume of the Hoa Binh Hydropower Plant Expansion Project has met and surpassed the planned targets, closely following the progress milestones to ensure the generation of unit 1 in August 2025 as directed by the Prime Minister. (2) The contractor selection results for the main construction package (XL04-TAMR) of the Tri An Hydropower Plant Expansion Project have been approved to commence the project on the occasion of the 80th anniversary of National Day, September 2, 2025. (3) The capital mobilization plan for the Bac Ai Pumped Storage Hydropower Project is being developed for submission to the EVN's Board of Directors for approval and subsequent submission to the Ministry of Finance for endorsement.

Regarding the power grid, in the first 5 months of 2025, EVN and its units have started 47 projects and completed energizing 118 power grid projects from 110kV to 500kV (01 500kV project, 06 220kV projects, and 111 110kV projects). For the Project of Power Supply from the National Grid to Con Dao District, the contractors are actively implementing all contract packages simultaneously, the construction progress has been significantly accelerated in May 2025.

Other tasks: EVN has implemented the new electricity bill format starting from 1 June 2025, by Decree No. 70/2025/ND-CP and Circular No. 32/2025/TT-BTC on invoices and documents. EVN has reported to the Ministry of Industry and Trade on the development of the Plan to implement the adjusted National Power Development Plan VIII. EVN also reported to the Ministry of Finance on the inspection and acceleration of public investment capital disbursement in 2025. In addition, EVN has directed units to: (1) Review power demand and coordinate investment in power supply and power systems for important national works and projects in the railway sector. (2) Support investors in carrying out procedures and documentation for the relocation of high-voltage power lines related to key transportation projects.

Some key tasks of EVN in June 2025

It is forecasted that June 2025 will mark the beginning of the rainy season in the Northern region, and as a result, early floods may occur at hydropower reservoirs. At the same time, June is expected to be the peak month of hot weather in the Northern region, according to the hydrometeorological developments of previous years, with load demand expected to be very high. The maximum capacity of the Northern power system is expected to reach 27,580MW.

By the directives of the Prime Minister and the Ministry of Industry and Trade, EVN has requested its units and Northern Power Companies to enhance on-duty readiness and prepare measures to ensure a reliable power supply.

Regarding power production and supply:

- EVN will closely coordinate with the National Power System and Market Operator Company (NSMO) to increase the operation of hydropower reservoirs to optimize the management of various power sources, and, in particular, to ensure the construction target of dismantling the cofferdam of the Hòa Bình Hydropower Plant Expansion Project is met.

The Northern Power Corporation proactively coordinates with NSMO to shift the generation times of small hydropower plants in the North when necessary in June 2025 to ensure increased available capacity during peak periods of the Northern power system.

- Power Generation Corporations and power generation units must ensure adequate fuel supply for electricity production according to system demand; strengthen inspection and supervision of power plants, especially coal-fired power plants in the North, to ensure the availability and reliability of generating units, and absolutely prevent any incidents during the peak months of the dry season.

- National Power Transmission Corporation ensures the highest availability of power lines and equipment; Strengthens the review and effectively implements solutions to minimize transmission grid failure, especially during the dry months of 2025.

- Power Corporations and Power Companies continue to closely coordinate with local authorities to implement solutions to save power and adjust load. Develop and announce regulations on annual, monthly, weekly, and daily operation plans/methods, including plans to deal with extreme situations with the risk of imbalance in power supply and demand, and proactively report to the Departments of Industry and Trade of provinces and centrally-run cities. At the same time, propagate, guide and support people and businesses to effectively implement the direct power purchase and sale mechanism im compliance with Decree No. 57/2025/ND-CP dated March 3, 2025, and the mechanism for developing self-produced and self-consumed rooftop solar power sources by Decree No. 58/2025/ND-CP dated March 3, 2025, of the Government.

Regarding investment in power source construction: Ensure the progress of key power source projects: (i) Hoa Binh Hydropower Plant Expansion: Complete all work of dismantling the cofferdam and constructing phase 3 of the water intake gate before 15 June 2025; (ii) Quang Trach I Thermal Power Plant: Strive to connect unit 1 to the grid before 2 September  2025 by the direction of the Prime Minister; (iii) Tri An Hydropower Plant Expansion: Start the project and sign the loan contract in June 2025; (iv) Organize the implementation of Bac Ai Pumped Storage Hydropower Project in accordance to the plan and signed contract; (v) Quang Trach II Thermal Power Plant: Complete the feasibility study (FS) report and submit it to the competent authority for appraisal as a basis for approving the investment project.

Regarding investment in power grid construction:

Focus on directing and urging the progress of investment preparation and construction progress of key power grid projects. Especially for the Lao Cai – Vinh Yen 500kV transmission line project: focus on manpower and construction equipment, organize simultaneous construction at all sites where land clearance has been completed, and complete tower erection by July 2025. For the Project of Power Supply from the National Grid to Con Dao District: Continue to urge and accelerate the progress of all contract packages and carry out the installation of the underground submarine cable on Section 1 (from 9 June  2025 to 8 July  2025).

Other tasks:

- Continue to implement solutions to improve customer service quality, direct retail electricity sales rate, and an effective and sustainable power supply plan.

- Focus on ensuring safety against electrical incidents and fire incidents caused by the power grid in public places, residential areas, and entertainment areas.

- Units should focus on responding to risks of heavy rain, landslides, flash floods, and inundation, and proactively prevent natural disasters in the upcoming period by the EVN’s directives.

- Collaborate with the Ministry of Public Security on the national database to connect and synchronize data as stipulated in Resolution No. 71/NQ-CP dated April 1, 2025, and propose to the Ministry the deployment of 11 level-4 electricity services on the National Service Portal by the new standards, among other initiatives.

To ensure electricity for economic development and people's lives in all situations; To reduce difficulties in operating the power system during the dry season and prolonged hot weather, and minimize the risk of power failures due to increased demand for electricity - especially in the North, EVN hopes to continue to receive the sharing and active cooperation of people and electricity customers through thoroughly using electricity economically, especially during peak hours at noon (13:00 to 15:00) and in the evening (21:00 to 23:00). In particular, it is required to pay special attention to the reasonable use of air conditioning, only turning on the air conditioner when really necessary, setting the temperature at 26-27oC or higher; at the same time, pay attention not to use many high-capacity electrical devices during peak hours. Thoroughly using electricity economically also minimizes the risk of electrical incidents and limits the situation of high electricity bills./.
