EVN simultaneously breaks ground and inaugurates multiple power projects and works in celebration of 14th National Congress of Communist Party of Vietnam

On the morning of December 19, 2025, Vietnam Electricity (EVN), in coordination with its member units, simultaneously organized groundbreaking and inauguration ceremonies for a series of large-scale projects and works of significant importance, marking the celebration of the 14th National Congress of the Communist Party of Vietnam at multiple localities nationwide. The representative power works for which groundbreaking and inauguration ceremonies were held include: the inauguration and summary of the joint emulation movement for the construction of the Hoa Binh Hydropower Plant Expansion Project; the inauguration of the power supply work from the National Power Grid to Con Dao District; the inauguration of the Phuoc Thai 2 Solar Power Plant Project; and the groundbreaking ceremonies for the Huong Phung 1 Wind Power Plant Project and the Cong Hai 1 Wind Power Plant Project – Phase 2, among others. 

The urgent and focused implementation and completion of a substantial volume of work to meet the conditions for groundbreaking and inauguration of the projects on 19 December 2025 constitute a practical and meaningful action in celebration of the 14th National Congress of the Communist Party of Vietnam, thereby demonstrating the very high political determination of the Party Committee of Vietnam Electricity, as well as the strong commitment, tireless efforts, and creative labor of EVN’s officials, Party members, and employees. Information on several groundbreaking and inauguration events of EVN’s power projects and works is as follows:

In Phu Tho Province, Vietnam Electricity and Power Project Management Board No. 1 inaugurate and summarize joint emulation movement for construction of Hoa Binh Hydropower Plant Expansion Project

The project has a total investment of more than VND 9,220 billion, of which EVN has arranged approximately 30% from its own resources, and the remaining 70% is financed through domestic commercial loans of VND 2,400 billion arranged by Vietcombank and non-sovereign-guaranteed foreign commercial loans of EUR 70 million from the French Development Agency (AFD). The project comprises two generating units, each with a capacity of 240MW. The project design consultant is Power Engineering Consulting Joint Stock Company 1. The main construction contractor consortium consists of Truong Son Construction Corporation (Ministry of National Defense), Construction Joint Stock Company No. 47, and Lilama 10 Joint Stock Company. Upon completion, the Hoa Binh Hydropower Plant Expansion Project, with an additional capacity of 480MW, will raise the total installed capacity of the entire Hoa Binh Hydropower Plant to 2,400MW.

The Hoa Binh Hydropower Plant Expansion Project is a national key energy work of strategic significance, marking a new step forward in mastering technology and modernizing Vietnam’s power sector in the new era.

In Ho Chi Minh City, Vietnam Electricity and Power Project Management Board No. 3 inaugurate power supply project connecting National Power Grid to Con Dao District in Con Dao Special Zone

This is a 110kV power grid project with a total length of 103.7 km, featuring a mixed structural configuration, and is the first project of its kind constructed in Vietnam to supply power from the national power grid, with the starting point at the Vinh Chau 220/110kV Substation (formerly in Soc Trang Province), crossing the sea to supply electricity to the Con Dao Special Zone. The total investment is VND 4,923 billion. The project commenced construction in December 2024. It was energized at 7:09 PM on September 2, 2025, and successfully energized the inrush current at the Con Dao 110kV Substation, enabling the power supply from the national power grid to the Con Dao Special Zone at 4:05 AM on September 4, 2025.

The successful energization of the project has contributed to ensuring safe, continuous, and stable power supply for the Con Dao Special Zone, meeting socio-economic development needs, ensuring national defense and security, and improving the living standards of the people; replacing on-site diesel-based power generation sources, reducing electricity generation costs, limiting greenhouse gas emissions, and contributing to the fulfillment of Vietnam’s commitments to emission reduction and sustainable development.

In Khanh Hoa Province, Vietnam Electricity and Power Project Management Board No. 2 inaugurate Phuoc Thai 2 Solar Power Plant Project

The Phuoc Thai 2 Solar Power Plant Project has an installed capacity of 87.5MW (equivalent to 100MWp), with a total investment of VND 1,495 billion, and is constructed in Phuoc Huu Commune, Khanh Hoa Province (formerly Phuoc Thai Commune, Ninh Phuoc District, Ninh Thuan Province). The project is connected to the national power grid through the Phuoc Thai 220kV Substation and the 220kV transmission line system. EVN invests in the project and assigns Power Project Management Board No. 2 to act as the project owner’s representative.

This is a Grade I energy industrial project, classified as a Group B project, utilizing high-efficiency photovoltaic panel technology combined with a modern string inverter system. Upon completion, the plant will supply an annual electricity output of 168.92 million kWh to the national power grid, contributing to the development of clean energy sources, reducing greenhouse gas effects, and promoting local socio-economic development.

In Quang Tri and Khanh Hoa provinces, Power Generation Corporation 2 organizes groundbreaking ceremony for Huong Phung 1 Wind Power Plant Project in Quang Tri Province and Cong Hai 1 Wind Power Plant Project – Phase 2 in Khanh Hoa Province

The Huong Phung 1 Wind Power Plant Project in Quang Tri Province and the Cong Hai 1 Wind Power Plant Project – Phase 2 in Khanh Hoa Province are two important renewable energy power source projects invested in by Power Generation Corporation 2 (EVNGENCO2). These projects have been approved by the Prime Minister under the Implementation Plan of Power Development Plan VIII and hold practical significance in supplementing power sources for the national power system, contributing to energy security, reducing greenhouse gas emissions, and promoting socio-economic development in localities.

The Huong Phung 1 Wind Power Plant Project is implemented in Huong Phung Commune, Quang Tri Province, with an installed capacity of 30MW, comprising six wind turbines, and a total investment of VND 1,129.410 billion. The average annual electricity output is estimated at 88.55 million kWh. The project is expected to be completed and put into commercial operation in the fourth quarter of 2026.

The Cong Hai 1 Wind Power Plant Project – Phase 2 is implemented in Cong Hai Commune, Khanh Hoa Province, with an installed capacity of 25MW, comprising five wind turbines, and a total investment of VND 939.781 billion. The average annual electricity output is approximately 73.037 million kWh. The project is expected to be completed and energized for commercial operation in the fourth quarter of 2026.

Once in operation, the two projects will add more than 160 million kWh of clean electricity annually to the national power system, contributing to the diversification of power sources, reducing dependence on fossil fuels, and enhancing the safety and stability of the power supply. In addition to their energy and environmental benefits, the projects will create jobs for local labor during the construction and operation phases, provide stable revenue for the budgets of Quang Tri and Khanh Hoa provinces, and promote infrastructure and service development, while supporting the implementation of local renewable energy development orientations.
