Speaking at the conference, Chairman of the EVN Board of Directors Dang Hoang An emphasized that investment and construction consultancy play a particularly important role, serving as the foundation that determines the quality, progress, and efficiency of power projects. Therefore, consulting units need to continuously enhance their professional capacity, strengthen their sense of responsibility, and improve the quality of their consulting services throughout the entire project implementation process.
Based on the practical assessment of project implementation in recent years, Chairman of the EVN Board of Directors Dang Hoang An outlined eight key requirements to enhance the effectiveness of investment and construction consultancy in the coming period.

First, consulting units need to prioritize the interests of the investor and the overall effectiveness of the project. All consultancy activities, from surveying and design to supervision, must ensure accuracy, objectivity, and efficiency, thereby contributing to better control of investment costs and minimizing unforeseen issues during project implementation.
Second, improve the quality of surveying, design, and verification work. According to Chairman of the EVN Board of Directors Dang Hoang An, some shortcomings in recent times have stemmed from incomplete site surveys, inaccuracies in design documentation, or cost estimates that do not fully reflect actual conditions.
Therefore, units need to strengthen quality control from the initial stages of projects, ensuring that design documents are accurate, complete, and feasible.
Third, accelerate the progress of investment preparation for projects, especially power grid projects. Extended survey and project planning periods may result in changes in actual conditions, thereby creating challenges for planning and site clearance. Prolonged survey and project planning periods may lead to changes in actual conditions and create difficulties in planning and site clearance. Therefore, consulting units need to improve work efficiency to shorten the investment preparation period while ensuring the quality of project documentation.

Fourth, promote the application of science and technology and accelerate digital transformation in consulting activities. Chairman of the EVN Board of Directors Dang Hoang An requested that units proactively adopt and apply modern technologies in design, project management, simulation, and technical analysis to enhance the accuracy and efficiency of consulting outputs.
Fifth, strengthen the use of specialized software in design, calculation, and project management. The use of professional tools not only improves the quality of consulting documentation but also ensures compliance with legal and technical standards during project implementation.
Sixth, focus on training and developing high-quality consulting human resources. According to Chairman of the EVN Board of Directors Dang Hoang An, the human factor plays a decisive role in ensuring the quality of consultancy work. Units need to pay attention to training engineers, especially project managers and design experts, and have appropriate mechanisms to attract and retain talented personnel.
Seventh, develop long-term development strategies for consulting units. Consulting firms need to clearly define their development orientation, gradually expand their scope of operations, and enhance professional capabilities to improve competitiveness as the power sector implements numerous large-scale projects.
Eighth, complete the mechanism for evaluating the quality of consulting work. Chairman of the EVN Board of Directors Dang Hoang An requested the development of a clear and transparent system of evaluation criteria for consulting units, linking responsibility to the quality of consulting outputs, thereby enhancing the professionalism and effectiveness of consultancy work across EVN.
Chairman of the EVN Board of Directors Dang Hoang An also emphasized that each consulting output not only serves a specific project but also represents the reputation and brand of the consulting unit. Therefore, units need to enhance their sense of responsibility and professional ethics, thereby contributing to ensuring that power projects are implemented safely, on schedule, and with high investment efficiency.

EVN’s President and CEO Nguyen Anh Tuan delivering response speech at conference
EVN President and CEO Nguyen Anh Tuan emphasized the directives of Chairman of the EVN Board of Directors Dang Hoang An, especially the eight key requirements for investment and construction consultancy, which provide important guidance for EVN units in continuing to enhance the quality of consultancy activities in the coming period.
The responsibility for implementing solutions to enhance consultancy capacity primarily rests with the leadership of the units, including the Chairman of EVN Board of Directors and President and CEO of consultancy companies, as well as the directors of project management boards. Based on the strategies and development plans that have been developed, units need to review, update, and adjust them to suit practical requirements as well as EVN’s development orientation in the new phase.
EVN leaders noted that during task implementation, units will face numerous challenges, including increasingly stringent requirements for work quality, schedule pressure on power projects, resource constraints, and the need to further promote the application of science and technology.
Therefore, units need to find appropriate and feasible solutions, proactively research, innovate working methods, and enhance the application of technology in surveying, designing, and project management.
EVN’s President and CEO Nguyen Anh Tuan instructed EVN's specialized departments to closely coordinate with consulting units and project management boards to research and propose solutions to improve mechanisms and processes in surveying, designing, and project management, with the spirit of doing things well from the start to minimize problems arising during project implementation.
