EVN Digitization in bidding: Minimizing procedures, ensuring fairness and transparency

Assessed by the Ministry of Planning and Investment as the national leader in online bidding, Electricity of Vietnam (EVN) has made an important contribution to creating a competitive, fair and transparent environment. transparent and save time, costs, reduce administrative procedures, etc., in bidding work.

Over the past years, with the support of the Ministry of Planning and Investment (MPI), EVN and its member units have effectively implemented online bidding. EVN is assessed by MPI as one of the leading units in the country in this work. Particularly in the first 4 months of 2021, EVN is the state-owned enterprise implementing the largest number of bidding packages conducting online bidding (with 5,796 bidding packages). The number of bidding packages implemented online by EVN accounts for nearly 20% of the total number of online bidding packages of the country.

Effectively implementing online bidding, EVN and its member units have transparently made bidding information, helping potential contractors to access information equally; help to eliminate negative, bring comprehensive benefits to business and society. When participating in online bidding, information about the number and identity of bidders submitting bids is absolutely kept confidential before the bid opening time, ensuring competitiveness.

Online bidding also shortens the time for contractor selection due to the digitalization of the bid invitation and bidding information system; the entire process, bidding process is simplified, contributing to limiting errors caused by subjectivity. Online bidding also saves costs in bidding, thereby helping to save society's overall costs.

Digitizing bidding work

EVN has been strongly applying information technology to bidding activities. EVN has developed and perfected tools to support procurement/bidding management such as bidding modules in construction investment software; coal purchasing management software, etc.

Recently, Power Engineering Consulting Joint Stock Company 2 (PECC 2) - a member unit of EVN, has put into operation the online bidding system on the E-Bidding digital platform. Accordingly, through the account registered at ebidding.pecc2.com, the bidders can monitor the information of the invited bidding package or all the bidding packages invited for bid by PECC 2; and easily upload documents and finalize proposals/bids as required and post them on the site for bidding submission within the required time, etc.

With the synchronous implementation of solutions, EVN aims to realize 100% of the bidding packages implemented in the form of competitive offers and open bidding will be conducted online from 2021.
