Second, the program supports computers for online learning. Phase 1 (in 2021) is expected to mobilize one million computers for pupils and students from poor and near-poor households nationwide. In the immediate future, priority will be given to localities that are implementing social distancing according to Directive 16/CT-TTg and implementing online learning. Phase 2 (from 2022 to 2023) continues to launch the program to mobilize all resources in society, towards the goal that 100% of pupils and students from poor and near-poor households nationwide will be equipped with a computer to learn online.

Third, the program will provide other support for localities that are implementing social distancing according to Directive 16/CT-TTg and organizing online teaching and learning. Specifically, it will be 100% free-of-charge to use published Vietnamese online teaching and learning platforms. In addition, it will be 100% free-of-charge of mobile internet when using published Vietnamese online teaching and learning platforms; it will support cost rates, information technological infrastructure for online teaching and learning, including servers, server locations, internet connection to ensure online teaching and learning.

In the spirit of determining that this is an activity of practical significance and showing a sense of responsibility, contributing to joining hands with the whole social community to take care of the country's future generations, especially children in difficult areas, Vietnam Electricity decided to participate in donating the program with a total of 24,000 computers (equivalent to VND60 billion).
