At the meeting, EVN Deputy General Director Pham Hong Phuong said that in order to ensure the trial run and capacity release from Nghi Son 2 BOT Thermal Power Plant, EVN and other units are rushing to construct the Tinh Gia (Thanh Hoa) 22kV line and 110kV Substation to ensure the power supply for the trial run of Nghi Son 2 BOT thermal power plant in early July 2020.
For the construction of Nghi Son 500kV substation and a 500kV line connecting Nghi Son 2 Thermal Power Plant to the national electricity system, units of the National Power Transmission Corporation (EVNNPT) are now rushing to perform the construction with the goal of ensuring energization by the end of October 2020, promptly releasing the capacity of Nghi Son 2 BOT power plant.
At the meeting, the Deputy General Director highly appreciated the support of the investor of Nghi Son 2 BOT thermal power plant in coordinating with relevant local authorities in clearing the site and creating favourable conditions for units under EVN to implement related projects. EVN proposed the investors to continue closely coordinating and supporting EVN in handing over the site as well as the work related to the construction of the connection items within the area of Nghi Son 2 thermal power plant; continue coordinating and supporting in working with localities in Thanh Hoa, Nghe An to push up the progress of 500kV line connection. EVN assigned EVNNPT to coordinate in developing plan and schedule for implementing this work.
At the meeting, the representative of EVNNPT said: To ensure the ability to supply power from the 22kV line, feeder after the Tinh Gia 110kV substation serving the trial run for Nghi Son 2 BOT power plant from 15 July 2020 to 30 September 2020, with an additional capacity of 12MW, EVNNPC assigned Thanh Hoa Power Company (Thanh Hoa PC) and the Project Management Board of Electricity Development to carry out the projects. Basically, the power supply for Nghi Son 2 Thermal Power Plant from the 22kV line faced no problems, was just awaiting Nghi Son 2 BOT Power Company to sign a contract with Thanh Hoa PC to start power supply.
For construction of Nghi Son 500kV-900MVA substation, the installation scale of 2 transformers 500/220kV-450MVA and the connecting line section from Nghi Son 2 Thermal Power Plant to Nghi Son 1 Thermal Power Plant to be expected at about 0.35 km long. According to the plan, on 26 June 2020, the project will be commenced and completed phase 1 in October 2020.
For the 500kV line connecting Nghi Son 2 Thermal Power Plant to the national electricity system, the construction scale consists of two 500kV dual-circuit power plants, the length of 2x39.6km, with 219 post positions. On the whole route, the land compensation was paid for 198/219 post positions, mobilization for hand-over was performed for 214/219 post positions. Currently, some households in Nghe An and Thanh Hoa provinces have not received compensation money.
EVNNPT will continue to work with and urge Nghi Son Town People's Committee to approve the plan of land compensation for the remaining posts to be paid in June 2020; Urge and coordinate with CPCs and construction contractors to continue propagating and mobilizing households to receive compensation sum for the remaining foundation positions. At the same time, EVNNPT shall coordinate with relevant agencies of Nghi Son town to complete the procedures of coercion or construction protection in case households still disagree with the guidelines and policies on site-handover although the propagation and mobilization have been done.
For Nghe An province, EVNNPT will coordinate with the Land Compensation Committees of Nghia Dan, Quynh Luu, Thai Hoa and Hoang Mai towns to promptly calculate and re-determine the actual density and diameter of trees so as to complete the procedures for approving compensation manner for remaining foundation locations and road corridors for payment in June 2020; Coordinate with Nghia Dan District Compensation Council and CPCs to solve problems as well as propagate, mobilize households to receive compensation costs for the remaining post foundation locations and the corridor of power line.
