EVN makes best efforts to meet the requirements of releasing the capacity of renewable energy sources

After the Prime Minister issued a mechanism to encourage the development of renewable energy sources (RE), many investors actively participated in researching and proposing investment in RE power projects. As of the end of August 2020, the total capacity of wind and solar power sources approved for additional planning is nearly 23,000MW (of which: Solar power is about 11,200MW; wind power is about 11,800MW).

In order to support and create favorable conditions for solar power investors to connect to the grid and promptly enjoy the preferential mechanism of the Government, EVN has directed its member units to maximize human resources and work overtime, in public holidays as well as at weekends to promptly support investors in grid connection, SCADA system connection, testing of panels and the solar power systems of investors. Up to now, the country has put into operation 102 solar power projects with a total capacity of 6,314MWp (equivalent to 5,245MWac), of which, in the second quarter of 2019 only, there are nearly 90 solar power projects with a total capacity of about 4,000MWp put into operation). This is a record in the development process of Vietnam's Power sector. Also, the number of plants put into operation is also a record ever.

Because RE power sources are put into operation simultaneously in a very short time and concentrated in a large density in Ninh Thuan and Binh Thuan provinces, therefore, the local overload occurs at the time of solar power projects generate high power at the same time. In order to overcome the situation in Ninh Thuan, Binh Thuan provinces, EVN and its member units gather all resources and implement synchronous solutions in construction investment to speed up the works of power grid serving to release the capacity of RE power sources. Recently, the units have put into operation 21 110kV- 500kV power grid projects serving the release of RE power sources with a total length of over 750km lines and transformer stations with a total capacity of 5,025MVA, of which a number of key projects have been completed ahead of schedule, such as: Raising the capacity of 500kV stations of Vinh Tan and Di Linh; increasing the capacity of 220kV stations of Thap Cham and Ham Tan; completing and puting into operation new 220kV stations of Ninh Phuoc, Phan Ri, etc.; made new investment and renovation and upgrading for 110kV lines in the region ...

Although the construction investment work is facing many difficulties and challenges due to the impact of the Covid-19 pandemic, with the efforts made by EVN and other units and the help and support of Ministries, sectors and localities. Up to now, the transmission grid infrastructure has basically satisfied the full capacity of 113 solar and wind power projects that have been put into operation with a total capacity of over 5,700MW (including operation before 30 June 2019 and new projects will be put into operation in 2020).

However, there have been many renewable energy projects added to the Plan with a total capacity of more than 17,000MW and many projects are being implemented urgently by investors to enjoy the mechanism. FIT electricity price applied to solar power projects put into commercial operation until 31 December 2020 (according to Decision 13/2020/QD-TTg dated 6 April 2020) and FIT electricity price mechanism is applicable to wind power projects put into commercial operation before November 2021 (according to Decision 39/2018/QD-TTg dated 10 September  2018). Therefore, it is expected that many wind and solar power projects will continue to be put into operation in the near future.

In order to meet the capacity release of renewable energy sources, EVN urgently has reported competent authorities to propose adjustments and supplements to the Plan with relevant transmission grid works in the regions. However, the investment in the construction of these new power grids will be difficult to meet synchronous progress with wind and solar power projects, especially in the case that investors will try to put them into commercial operation. to enjoy the current FIT mechanism.

With the spirit of supporting and creating maximal conditions for wind and solar power sources to operate in the coming time, and at the same time to strengthen the power generation capacity of the national power system, EVN has been and continues concentratinge efforts on investing in building, upgrading and renovating power grid works to improve capacity and reliability of transmission grids.

On the other hand, information on the ability of operating and releasing the capacity of the regional power grid is always actively provided by EVN to investors of RE power sources, ensuring openness and transparency in the negotiation process on grid connection agreement and power purchase agreement ./.
