EVN puts forward a lot of recommendations to improve the access to electricity indicator

The Conference “Prime Minister with enterprises in 2017” has just taken place in the National Conference Center, Hanoi. At the Conference, Mr. Duong Quang Thanh, the Chairman of EVN’s Board of Members delivered a report on the electricity supply status as well as EVN’s recommendations to governmental bodies in order to continue improving the access to electricity indicator of Vietnam.

At the Conference, the Chairman of EVN’s Board of Members Duong Quang Thanh stated that: EVN has always determined that customer services are the key activities which determine sustainable development of EVN. Over the recent years, EVN has experienced a strong transformation in this area, changing from supplying electricity to supplying market driven electricity related services with the increasingly improving quality.

As a result, satisfaction level of electricity consumers has gradually grown during the years: from 6.45/10 point in 2013 to 7.69 point in 2016. Also during the period 2013 - 2016, the access to electricity indicator of Vietnam has changed remarkably: the duration has declined from 115 days to 46 days, in which the handling duration of EVN has reduced by 49 days (from 60 days to 11 days); number of procedures has decreased from 6 to 5. These improvements have enabled Vietnam to move forward 60 levels in the ranking board (from 156th to 96th).

With the aim of realizing the improvement of access to electricity indicator as requested by the Government and the Ministry of Industry and Trade which requires to reduce number of procedures to only 4 ones; handling duration down to less than 35 days and by the year 2020 less than 30 days, EVN has recommended to Governmental bodies as follows:

The Ministry of Transport is requested to revise Clauses 13, 14 of Circular 50/2015/TT-BGTVT dated September 23, 2015 to combine procedures on “Application for construction of essential works within road transport infrastructure protection area” and on “Licensing for construction of essential works within road transport infrastructure protection areas” into one procedure with handling duration of 7 days and consider to continue reducing the handling duration.  

The Ministry of Natural Resource and Environment is requested to consider not application of procedure “Registering environmental protection plans” to medium voltage power projects because in reality these projects do not cause environmental pollution problems.

The Ministry of Industry and Trade is requested to consider revision of Clause 5 in Circular 24/2016/TT-BCT dated November 30, 2016 to add access to electricity procedure handling process so as to secure the consistency among relevant agencies in handling procedures based on the following criteria: transparency, uniformity of procedures, handling timeframe and responsibilities of each agency; executing “one door” mechanism between power companies and state management agencies to simultaneously implement relevant activities with a view to achieving the entire handling duration of the power sector and state agencies not more than 10 days and one less procedure.

At the same time, EVN has proposed that the Ministry of Industry and Trade should implement a pilot application of this one door mechanism in Ho Chi Minh city in 2017 and organize MOIT’s missions to work with People’s Committees of central cities and provinces on executing Resolution No.19-2017/NQ-CP, Circular No. 24/2016/TT-BCT and Circular No.39/2015/TT-BCT to improve the access to electricity indicator.
