The project “Support to the Up-Scaling of Wind Power in Vietnam” being implemented during the period 2014 - 2018 with the total investment cost of EUR 6.9 million is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ), as a part of the Climate and Technology Initiative of Germany (DKTI).
The Renewable Energy Development Strategy of Vietnam to 2030 with a vision to 2050 approved by the Prime Minister at Decision No. 2068 dated November 25, 2015 sets specific objectives, which aims to increase the production of wind power from 180 million kWh in 2015 to approximately 2.5 billion kWh by 2020, around 16 billion kWh by 2030 and 53 billion kWh by 2050. The Prime Minister has approved several preferential policies and mechanisms to encourage the development of new and renewable energy sources.
Domestic and foreign experts said that situating in the monsoon climate zone and being shaped by a long coastline of approximately 3000 km, Vietnam boasts great potential for wind power development which is projected about 24 GW. However, in order to develop a wind power market, some legal and market regulations should be fine-tuned to make it easy for investors to expand their operation in the field.
Through the finance extended by the Government of Germany, GIZ has supported Vietnam in developing renewable energy projects since 2009, including: Wind power during 2009 - 2012; Biomass during 2012 - 2015; Support to up – scaling of wind power during 2014 - 2018; Renewable energy and energy efficiency during 2015 - 2018; Renewable energy project development program during 2015 - 2018; Smart grid for renewable energy and energy efficiency during 2017 - 2021.
In the framework of this project, the Ministry of Industry and Trade is cooperating with GIZ to improve the legislative framework as well as to enhance capacity of public organizations, including training activities and professional technical assistances.
