The hydropower plants should actively work with the local authorities, operate the water discharge through electricity generation according to the inter-reservoir operation procedure, as well as based on the actual water needs of the province to secure the use of water resource in an economical, effective and saving manner. The thermal power plants should make sure that their power units will operate stably and reliably to meet the system requirements; ensuring sufficient coal supply for electricity generation.
