Chairman of EVN's Board of Directors Duong Quang Thanh sharing about EVN's 2023 theme: "Thrift practice and anti-wastefulness"
At the Conference to summarize the work in 2022 and deploy the tasks in 2023, EVN Chairman Duong Quang Thanh said that ensuring power supply for socio-economic development and people's daily needs in 2023 and the coming years are forecasted to continue to face many difficulties, especially in the context of increasing frequency and amplitude of fuel-price fluctuations in the market, with an increasing trend; unpredictable weather and hydrology situation; changing in mechanisms and policies on developing different types of power sources, mobilizing and using finance, and transferring technology after COP26.
To ensure the production and business activities of EVN, thoroughly grasp the common orientation of the Party and the Government, EVN has chosen the theme for 2023 as "Thrift practice and anti-wastefulness". Accordingly, 5 key areas of EVN to promote thrift practice and anti-wastefulness in 2023 include production and business; construction investment; management and use of assets; management, exploitation and use of natural resources and environmental protection; management and use of labor and working time.
Solidarity and creativity to overcome difficulties
According to EVN President and CEO Tran Dinh Nhan, in 2022, the total revenue of EVN reached more than VND 460,000 billion. Although output and revenue both grew quite well, low-cost hydropower sources were mobilized very high, along with EVN and its units thoroughly saving costs, but EVN estimated a loss of more than VND 31,000 billion due to objective reasons, directly affected by the surging increase in the price of imported coal, causing the electricity purchasing price to increase very high.
After 10 years of profitable production and business, this is the year that EVN suffers a big loss due to objective reasons and will greatly affect the operation of Vietnam Electricity in the coming time.

EVN President and CEO also pointed out the shortcomings and limitations of EVN in 2022 such as the construction investment work of many projects is still slow, the disbursement rate being low, especially the disbursement of public investment. The power supply in some peak hours during the hot season in the North is still difficult, lacking a peak capacity of 1,800MW. For power plants, the time to troubleshoot problems of power units is still long, affecting the power supply ability of the system, etc.
Determining that 2023 is a pivotal year for the successful implementation of the five-year plan 2021-2025, EVN will focus all efforts on ensuring power supply for the country's socio-economic development and people’s daily life; ensure power grid investment projects follow the approved schedule; improve production and business efficiency and labor productivity; continue the process of restructuring, rearranging and renovating enterprises, perfecting the organizational structure for sustainable development; and accelerate digital transformation in all activity areas.
Some key targets of EVN in 2023:
- Commercial power output: 251.1 billion kWh.
- Planned investment capital: VND 94,860 billion.
- Transmission and distribution power rate: not exceeding 6.15%.
- Reliability of power supply: SAIDI index (average outage time of customers/year) does not exceed 318 minutes.
- Labor productivity increased by over 8%.
- Ensuring financial balance, preserving and developing state capital.
