Functions, tasks, and business lines of NSMO

On August 5, 2024, the Commission for the Management of State Capital at  Enterprises issued Decision No. 353/QD-UBQLV on the establishment of the National Electricity System and Market Operation Company Limited (NSMO).

According to this Decision, NSMO is an enterprise under the Commission for the Management of State Capital at Enterprises (CMSE) on the basis of the National Load Dispatch Center (NLDC) separated from Vietnam Electricity (EVN).

NSMO is a state-owned enterprise, organized under the model of a one-member limited liability company with CMSE as the representative agency of 100% capital ownership.

NSMO has legal status under Vietnamese law; is a national power system dispatching unit, operating electricity market transactions according to the provisions of the Electricity Law; has a separate seal, trademark, brand, and is allowed to open accounts at banks and the State Treasury according to the provisions of law.

NSMO has its own capital and assets, and is responsible for its debts and other financial obligations with all of its assets. NSMO organizes financial activities and does accounts at NSMO headquarters according to the provisions of this Charter and NSMO's Financial Management Regulations, in accordance with the provisions of law.

Functions and tasks of NSMO:

NSMO is responsible for establishing a method of commanding and operating the national power system with the goal of safety, stability, and reliability; operating electricity market transactions to ensure fairness and transparency; contributing to ensuring the goal of supplying safe, stable, and continuous power for economic, political, social, national security and defense activities.

Investing, managing, operating, maintaining, and servicing the system infrastructure of specialized information technology telecommunications serving power system operations, conducting electricity market transactions and renewable energy.

NSMO ensures sustainable and effective operations; optimizes costs, manages and uses state capital and assets invested in NSMO effectively and in accordance with regulations; and other tasks as prescribed by law.

NSMO's main business lines: Establishing methods, commanding and operating the system of production, transmission, distribution, and allocation of power in the national power system; operating transactions in the Vietnamese electricity market; managing metering data in the competitive electricity market; managing, operating, maintaining and servicing the SCADA system; EMS; MMS; FRS; PQS; WAMPAC; DERMS of Vietnam's power system (SCADA: monitoring, control and data acquisition system; EMS: energy management system, MMS: electricity market management information system; FRs: fault monitoring and recording system; PQs: power quality monitoring system; WAMPAC: Wide-area monitoring, protection, and control (WAMPAC), DERMs: distributed power resource management system) and specialized telecommunications - information technology systems serving power system operation, and managing electricity market transaction and renewable energy.

In addition, NSMO can also perform a number of professions such as Training, testing, and granting Operation Certificates for positions directly involved in the dispatching and operating of the power system and the electricity market; training, coaching, consulting, calculating the power system and the electricity market; performing scientific research, renovation and application of science and technology to serve to dispatch the power system and operating electricity market transactions; consulting, surveying, establishing, examining, supervising, and managing projects for investment projects or construction items in specialized fields, including protective relay systems, systems of measurement, control, automation of power systems, smart grids, SCADA systems; EMS; MMS; FRs; PQS; WAMPAC; DERMS, specialized computer systems, specialized information systems serving the operation of the power system, the operation of electricity market and renewable energy transactions;

Providing transaction services for electricity and capacity traded on the spot electricity market and ancillary services appropriate to each level of development of the competitive electricity market; Providing services related to data, calculations, and analysis of power systems, power equipment, systems and procedures for operating the power system, the national electricity market, renewable energy, applications of information technology control in the production, transmission and distribution of power, electricity market metering services;

Providing calculation services of relay protection in power systems, information services from SCADA systems, connecting and exchanging databases with exploitation systems within the scope of legal regulations, and renewable energy operation calculation solutions;

Providing operational monitoring and forecasting services for power sources; researching, surveying, and consulting on power system development; assessing medium and long-term power supply security; importing and exporting materials, equipment, and tools for calculating, controlling, and operating power systems and the electricity market.

Depending on the time production and business situation, NSMO can add other business lines that are not prohibited by law after being approved by the owner's representative agency;

For the management and operation structure, NMSO will have a Board of Members (NSMO BM) shall be completed after transferring the rights of representing state capital from CMSE to the Ministry of Industry and Trade according to the policy approved by the Prime Minister); General Director; Deputy General Directors and Chief Accountant; Board of Control; NSMO's supporting and direct production apparatus.

According to Decision No. 353/QD-UBQLV, CMSE is the representative body of the owner of NSMO, exercising the rights and responsibilities of the representative body of the owner according to the provisions of the law.

Also, according to this Decision, NSMO inherits all rights and obligations transferred from NLDC, which are being implemented by NLDC and EVN related to NLDC.

NSMO receives the NLDC or A0 workforce in its original state from EVN at the time this Decision takes effect. The A0 management and operation apparatus continues to perform the duties and powers of the NSMO management apparatus and is responsible for managing the NSMO's operations to ensure stable and continuous operations until the positions of NSMO Manager are appointed.

Hand over the original state according to the value of assets and capital source currently transferred to A0 under EVN to NSMO, and so on.
