At the Conference on evaluating 5 years of implementing Resolution 19, on 22/1/2019, Ms. Nguyen Minh Thao - Head of the Business Environment and Competitiveness Department, Central Institute for Economic Management (CIEM) stated: Our business environment has improved markedly, reflected by rankings and scores conducted by Doing Business - World Bank.
In particular, the most typical outcome is the ’s access-to-electricity index, increasing from the position of 156/189 countries (in 2013) to 27/190 countries (in 2018). This is also the sole index of that has continuously and sustainably increased during the past 5 years.

Ms. Nguyen Minh Thao emphasized that EVN is very proactive in participating in reforms. From 2014 - the first year of implementation of Resolution 19, EVN together with the Ministry of Finance and the Ho Chi Minh City Administration is the first 3 units across the country to pioneer.
In order to bring the access-to-electricity index to the Top 4 ASEAN by 2 years ahead of the target set by the Government (2020), EVN has completely changed the perception of services, considering customers as the center of all activities. EVN has approached the methods in the world, researched and changed the electricity business process, promoted the implementation of an inter-agency one-stop-shop mechanism, to bring convenience and ease to customers in accessing and using electricity services. Especially, EVN has continuously applied modern technologies to improve customer service quality.
Improvement of access-to-electricity index is not only recognized by the World Bank, but also by the similar comments and assessments of over 10,000 Vietnamese enterprises. According to the satisfaction survey of enterprises conducted by the Chamber of Commerce and Industry (VCCI) in 2018, 69% of surveyed enterprises rated “good” and “very good” in respect of the electricity access

The Government promulgated Resolution 02 on 01 January 2019, about continuing implementation of major tasks and solutions for improving the business environment and the national competitiveness in 2019 and orientation towards 2021, which sets the target of increasing access-to-electricity index by 3-5 grades in 2019.
EVN, has completed the connection of an inter-agency one-stop-shop mechanism to public administrative centers and public service portals of 63 provinces and cities across the country. In particular, EVN has met 100% of online electricity services as per request by customers and became the first infrastructure enterprise in to achieve Level 4 in providing customer services.
The association in collecting electricity charge without using cash with banks and intermediary payment organizations has been strongly deployed by the group, with the goal of doubling the number of customers paying electricity charge by electronic payment method in 2019.
