Speaking at the ceremony, Standing Deputy Prime Minister Truong Hoa Binh praised EVN and related units for actively performing the project, putting the project into operation three months ahead of the original schedule, ensuring quality and satisfying environmental requirements.
Vinh Tan 4 Thermal Power Plant is invested with advanced technology, having a high localization rate and being one of the top quality thermal power plants in Vietnam. This is also one of the projects that create a premise to build Binh Thuan province into an energy center of the country, which has important implications for socio-economic development of Binh Thuan province in particular, the Southern region and the whole country in general.
The project in operation will provide a huge amount of electricity for the national power system, making an important contribution to ensuring the electricity supply, especially in the context that many other large-scale power projects are behind schedule, some face a lot of difficulties and unsettled impediments.

Deputy Prime Minister Truong Hoa Binh requested EVN to manage and operate the plant safely and reliably in the coming time to contribute to securing electricity supply for the country; absolutely not cause any environmental pollution during the plant operation.
Also according to the Standing Deputy Prime Minister, along with promoting the industrialization and modernization cause of the country, every year Vietnam needs to add 5,000 - 6,000MW of new capacity to the power system in order to serve socio-economic development of the country. Therefore, the Commission for the Management of State Capital at Enterprises, the Ministry of Industry and Trade, and EVN need to step up mobilizing financial resources for power projects, encouraging projects using non-public financial resources, and enhancing the effectiveness of investment management, etc. to ensure sufficient electricity to meet the country's development needs with increasingly high quality.

Reporting to the Government leader at this event, Mr. Duong Quang Thanh - Chairman of EVN's Board of Directors said that during recent years, thanks to the attention and directions of the Party, the Government, central ministries, agencies and local authorities; together with unanimous efforts of all employees, EVN has overcome all difficulties and successfully completed the tasks assigned by the Party and the Government.
Up to now, EVN has basically completed the electrification nationwide, meeting the targets for the year 2020 set by the Party and the Government. Currently, 100% of communes, 99.37% of households all over the country have access to electricity. EVN has supplied electricity to 11 island districts, contributing to sustaining the security of sovereignty over the sea and islands.
The total installed capacity of the power system has reached 53,326MW, ranking 2nd in Southeast Asia and 23rd in the world.
EVN’s Chairman Duong Quang Thanh affirmed that EVN would ensure the safe, stable operation of Vinh Tan 4 Thermal Power Plant and ensure environmental conditions.
Over the years, the generation mix of Vietnam's power system has changed towards more diversification in power plant types; In particular, the electricity output from coal-fired thermal power plants plays an increasingly important role (currently accounting for about 37% of the whole system).
Particularly, as for Vinh Tan 4 Thermal Power Plant, after being put into operation, the power units have operated at their full designed capacity, timely generating an amount of electricity output to cover the shortfall of the power system in the dry seasons of 2018 and 2019; making an important contribution to the economical operation of the national power system. Up to now, the Plant has generated an electricity output of over 10.6 billion kWh.
The leader of EVN is committed to ensuring safe and stable operation of the plant, meeting environmental conditions and disclosing information for local people and local authorities to monitor and supervise.

Vinh Tan 4 Thermal Power Plant uses traditional steam technology with supercritical steam parameter, using imported coal. This is a modern technology, with large capacity, high efficiency, reasonable cost, and meeting requirements of environmental protection. The power plant has been certified by the Ministry of Natural Resources and Environment for completion of environmental protection works. The quality of exhaust gas, circulating water released through the treatment system to the environment is lower than Vietnam's current codes and standards; environmental parameters are transmitted online to the Department of Natural Resources and Environment of Binh Thuan province for monitoring.
Especially, together with Lai Chau Hydropower Plant, Vinh Tan 4 Thermal Power Plant is one of two projects of EVN being selected by the Ministry of Construction for building project signboards to celebrate 60 years of the Tradition of Construction Industry because of satisfying the following criteria: Schedule, Quality and Efficiency.
The EPC contract of this project is the first one for a power plant that a domestic consultant company (Power Engineering Consulting Joint Stock Company 2) participates in as a member of the EPC contractor consortium, especially in the design work.
