Information of Ministry of Industry and Trade on the support of electricity price for the people and enterprises for 3 months (April, May and June)

Implement the direction of the Government on solutions to removing difficulties for business, manufacturing and living activities of the people due to the impacts of COVID-19 pandemic, on 1/4/2020, Ministry of Industry and Trade submitted report No. 22/BC-BCT to the Prime Minister to propose the reducing of electricity price and reduce the electric power consummation expenses since April to June 2020 for customers using electricity. In estimation, this support amount is calculated to the electricity invoice of May, June and July.

It is specified as follows:

Regarding the reduce of electricity price:

- Customers who are manufacturing and donging business: to reduce electricity price at all at peak hours, normal hours and off-peak hours with reducing level of 10% in comparison with the unit cost specified under  Decision No. 648/QD-BCT dated 20th March 2019 of the Minister of Ministry of Industry and Trade (MOIT) regarding the amendment of average retailed price and regulations on selling price of electricity (Decision No. 648/QD-BCT).

- The households using electricity: reduce 10% in comparision with unit cost under Decision No. 648/QD-BCT for electricity scale for living activities from 1st step to 4th step (below 300 kWh per month).

- Customers who are tourists, resident facilities: to adjust electricity price to reduce from electricity level applied to customers who do this business down to electricity level applied for production households.

Regarding the reducing of electricity:

- Reduce 100% electricity costs for isolated facilities, health check and medical treatment for Covid-19 patients, Covid-19 suspected patients.

- Reduce 20% electricity costs for health checking, medical treatment which implement the checking, testing, medical treatment for patients who are suspected to get infection, has infected Covid-19.

- Reduce 20% electricity costs for hotels, tourist accommodation facilities which have been used to isolate patients who are suspected with infection, have infected with Covid-19.

With above mentioned supporting solutions, MOIT estimated the total of electricity expenses amount to support and reduce for customers at nearly VND 11.000 billion, in which manufacturing and production households which have been supported to reduce approximately VND 6.100 billion, tourist accommodation facilities are supported to reduce approximately VND 1.800 billion. EVN directly reduce electricity cost for facilities serving for combating against the Covid pandemic approximately VND 100 billion.

Total time that the customers are supported to reduce electricity price and electricity expenses: 03 months (April, May and June)

Time to reduce electricity price and reduce electricity expenses: To be identify according to the period to record the number that electricity company measured at electricity meter of the client. Therefore, with customers who use electricity for living activities, electricity yield used in April, Many and June in 2020 will be reduced corresponding with electricity invoice period in May, June, July of 2020.

Regarding the organization to implement reducing electricity price, electricity expense.

On 9th April 2020, the Government has promulgated Resolution No. 41/NQ-CP regarding the Resolution of the regular meeting organized by the Government in March 2020 (Resolution No. 41/NQ-CP), accordingly, the Government has agreed with above mentioned proposal of MOIT regarding the reduction  of electricity price, electricity expenses. The Government also assigns MOIT, to coordinate with Ministry of Finance (MOF) to direct relevant organizations to ensure implementation as regulated.

After the receiving of Resolution No. 41/NQ-CP of the Government on 10th April 2020, MOIT immediately and urgently drafted detailed guidance official letter and sent to ask for comments of relevant Ministries, agencies to accomplish the said according to the law regulations before officially issue an official letter to direct EVN to implement the electricity price reduction, electricity expense as directed under Resolution No. 41/NQ-CP of the Government.

At the same time, MOIT also requests Departments of Industry and Trade of provinces, cities directly under the Central Government, EVN to direct their underlying units  to implement the reduction of electricity prices, electricity expenses since April 2020  to June 2020 for customers who use electric power in the spirit of Resolution No. 41/NQ-CP and in association with the actual power consumption and electricity invoice of customers. MOIT also requests electricity units proactively solves quickly, promptly all claims, inquiries of the customers regarding the electricity meters, electricity invoices in accordance with the regulations.

Ministry of Industry and Trade will perform the checking, monitoring of electricity units to implement properly directions of the Government in reducing price of electricity, reducing electricity expenses, to ensure correct objectives, times, contributing to remove difficulties for business, production and living activities for the people due to the impacts of Covid-19 pandemic.

Currently, it has been peak of the summer, especially southern provinces, together with the long days off of school the pupils, students, the people stay at home to prevent the pandemic, and it makes the needs to use electricity for living activities increase. To limit the increase in electricity charge in sunny months, MOIT recommends the customers to use electricity safely, economically, effectively by turning off electricity equipment when it is not necessary, do not use many high capacity equipment at the same time, to provide equipment with energy saving label; to put cooling temperature Air Conditioners from 26 Degree C onward, etc. Especially, taking maximal advantages of sun light and natural ventilation so that the air can circulate smoothly, airily, helping to save power, reduce virus, bacteria densities as well as restrict the spreading of the pandemic
