Combating with COVID-19 at the control point of nationwide electricity system

Instead of taking 3 shifts/day duty regime, the National Load Dispatch Center (NLDC) has changed to 2 shifts/day duty one, in which each shift lasts for 4 more hours. This is one of the solutions taken in the context of complicated COVID-19 pandemic.

Changing the shift regime to ensure that NLDC's human resources are optimally allocated, limiting travel during the social isolation period, while ensuring safe operation of the electricity system and market in reliable and economical manner.

Currently, each working shift of the staff at National Load Dispatch Center lasts 12 hours, instead of 8 hours as before.

At the same time, NLDC is ready to operate the system even in the worst case scenario that EVN Building (Ba Dinh District, Hanoi) must be isolated as directed by local authorities due to COVID-19.

In this situation, NLDC will activate the network access classification solution in order of priority, ensuring the operating information, remote collaboration in timely and smooth manner. The specialized departments of the National Load Dispatch Center have made a grouping list of staffs, arranged rotating teams for remote work, learn about experience, adjust the plan and get ready to implement the tasks if the EVN building is isolated.

In an emergency situation, when the on-duty force in the isolated position needs to mobilize more personnel, the remote work force must get ready to implement the mobilization order for replenishment and rescue.

Provisional rest-at-work room for staff in case the EVN Building is isolated at the request of local authorities

NLDC has arranged two separate on-duty shift groups to work at two control centers (main and backup centers) in the isolated condition. These two groups will reserve each other, individuals in each group will reserve one another.

During the work shift, staffs are required to wear masks constantly; frequently wash hands with soap, antiseptic or alcohol-based sanitizer for hands; use alcohol to clean equipment and devices used in the working areas such as: telephones, computer mice, keyboards, monitors, tables and chairs with a frequency of 2 hours/time; perform temperature tests (every 6 hours); etc.

The center has arranged the provisional rest-at-work rooms for the dispatchers, engineers of electricity market transaction management, duty staff of information technology and SCADA in case the work is required with high focus. 

Every NLDC officer and engineer gets ready to "combat" at the office 24/24h, contributing to energy security, contributing to combating against the pandemic across the country.
