According to Document No. 1931/BCT-DL of the Ministry of Industry and Trade, the approved total capacity of wind power projects in the power development master plans is about 4,800MW, which are expected to be put into operation from now until 2021, located mainly in the Southwest and South Central regions; Of which, 9 wind power projects currently come into operation, with a total capacity of 35MW.
As of March 15, 2020, in addition to the projects that have been added to the master plans, the Ministry of Industry and Trade has received proposals from provincial People's Committees on the addition of nearly 250 wind power projects with a total capacity of about 45,000MW.
In addition, according to projections made by the Institute of Energy, about 1,230MW and 6,830MW of wind power capacity respectively needs to be added to master plans until 2025 in the base scenario and high scenario.
With the guiding spirit of the Politburo in Resolution No. 55, promoting the development of wind energy is one of the crucial and appropriate directions. On the other hand, power shortage in the short-run (in the period 2021 - 2024) is much likely to occur, meanwhile, large scale thermal power plant projects keep on being behind schedule or unscheduled yet, the load may increase, weather conditions may be adverse. Therefore, the Institute of Energy proposes selection of the high scenario of wind power development.
Compiling analysis and recommendations, the Ministry of Industry and Trade made a petition to the Prime Minister on approving the policy of adjusting the wind power development target by 2025, with a capacity size of 11,630MW, in order to ensure electricity supply and develop sufficient reserve power sources. At the same time, the Prime Minister should consider the decision of wind power addition in connection with grid connection plans and capacity absorption conditions; adding to master plans or accelerating the progress of synchronous transmission grid projects to evacuate the capacity of wind power projects.
