The provisions of this Document apply to objects, such as the investors of the wind power project; wind power projects managing and operating unit; energy buyers; other organizations and individuals involved.
Accordingly, the development of wind power projects is implemented in accordance with the Electricity Development Plan, which identifies wind power potentials and development areas of for each location. Those wind power projects which are not identified in the Plan must be appraised and submitted to competent authorities for approval and addition to the Power Development Plan.
The commissioning schedule and the capacity of project phases must comply with Power Development Plan and with Wind Power Development Plan approved by competent authorities. In case the project investor wants to adjust his implementation schedule which would deviate beyond 6 months, or divides his project implementation period differently from these plan(s), he is required to report it to the competent agency for consideration and approval.
When developing approved wind power projects which are listed in the provincial wind power development plan for the period of 2011-2020, the provincial people's committee shall update the plan on connecting wind power projects to the power system in order to ensure transmission capacity from the project. In case the project connection plan has to be adjusted, the provincial people's committee shall report it to the Ministry of Industry and Trade for appraisal and approval or shall submit for approval the adjusted alternate of connecting the wind power projects according to its competence.
Regarding the Standardized Power Purchase Agreement, in case the grid-connected wind power project includes both onshore and offshore wind turbines, the energy seller shall agree with the energy buyer(s) on installation of energy meters and on methods of metering and calculating separately the energy generated from onshore and offshore wind turbines as a basis for applying the appropriate power purchase price.
The use of the Standardized
Power Purchase Agreement for wind power projects is compulsory in energy trading. Energy sellers and energy buyer are allowed to add in the Standardized Electric Purchase Agreement only those contents which would clarify the responsibilities and rights of the parties without changing the basic contents of the Standardized Power Purchase Agreement.
