Developing wind power: a need for  synchronous coordination

Vietnam Electricity actively has coordinated with relevant Ministries and Agencies to implement solutions to push the progress of releasing the capacity of wind power projects. However, in order for the projects to get highly effective, there needs synchronous coordination between the Ministry of Industry and Trade (MOIT) and the investors.

At the conference on evaluating the investment results of wind power projects organized in January 2020, Mr. Tran Dinh Nhan - EVN General Director said that in the development of solar power recently, although EVN has regularly monitored, proactively updated information and promptly worked with investors (since 2018), in fact, there are still many problems, un-synchronous aspects between power source development and power transmission grids. EVN has been coordinating with relevant Ministries and Agencies to implement solutions to push up the progress of releasing the capacity of wind power projects. It is expected that in the third quarter of 2020, the group will release all the capacity of this power source, ahead of the schedule.

To promote the efficiency of wind power projects and avoid difficulties repeated at other projects, the investors need to truly exchange, share, regularly provide information and deploy projects with EVN to jointly solve the difficulties and problems. As for EVN, the group will make information on construction investment of projects public.

EVN’s efforts have been highly appreciated, however, investors are still worried that many projects will be supplemented on the Planning, which may lead to the overload in transmission grids. Hence, investors recommend that EVN should push up the progress of power transmission projects to be synchronized with wind power projects; at the same time, MOIT should  investigate, consider and appropriately supplement the planning of wind power projects to avoid the overload occurring at solar power projects over the past years.

By the end of 2019, besides 9 wind power projects granted Commercial Operation Date (COD), there are now 31 projects (total capacity of 1,645MW) with Power Purchase Agreement (PPA), but not yet COD. As calculated and checked, the conditions of releasing capacity for project show that the areas belonging to the projects will be basically release all the capacity by 2020, but there still exist difficulties in Ninh Thuan and Binh Thuan province. Besides, there are 59 projects supplemented on the Power Planning up to 2025, the total capital of about 2,700MW. By calculation, Phu Yen area is slightly overloaded; Ninh Thuan and Binh Thuan areas are seriously overloaded and the others are properly released.

From this fact, EVN suggests investors proactively negotiate on the connection and sign PPA with EVN, ensuring a timely schedule, especially for projects located in the area of overload of capacity. At the same time, investors need to coordinate with EVN to carry out experiments to make COD to be soon recognized. In addition, the investors of wind power also need to improve the quality of announcement and forecast of source capacity; strictly comply with regulations/operating requirements, etc.

With the projects awaiting to be supplemented into the Planning, EVN proposes MOIT to give priority to the projects that can ensure the capacity release. For the localities with overloaded transmission grids, even they are eligible for supplementing power projects into the Planning, EVN will recommend MOIT not approve it. 

Wind power purchase price at the time of power delivery:

- Wind power project on land: 1,928 VND/kWh (equivalent to 8.5 Uscents/kWh)

- Wind power project at sea: 2,223 VND/kWh (equivalent to 9.8 Uscents/kWh)

* The above price is applied to a part or the whole of grid-connected plants put into commercial operation before 1 November 2021; applied in 20 years from COD.
