Deputy Prime Minister Trinh Dinh Dung directs to solve obstacles in construction of 500kV line, circuit 3

On 6th March 2020, in Da Nang City, Deputy Prime Minister Trinh Dinh Dung worked with Ministries, Agencies, Vietnam Electricity, People’s Committee of Da Nang City and Quang Nam Province to deal with obstacles in the construction project of 500kV line, circuit 3 (Vung Ang - Quang Trach - Doc Soi - Pleiku 2).

Emphasizing on the role of the 500kV line, circuit 3 project, the Deputy Prime Minister affirmed that the project is of special interest to the Party, the Government and the Prime Minister. The project aims to enhance the transmission capacity of the 500kV line connecting regions, contributing to ensuring power supply to the South in the coming period when the southern electricity system does not ensure the supply-demand balance within each region. At the same time, contributing to optimize production - transmission in the operation of the national electricity system.

Deputy Prime Minister praised Vietnam Electricity (EVN), National Power Transmission Corporation (EVNNPT), Central Power Projects Management Board (CPMB), provinces/cities and units implementing the project that have made great efforts to organize the construction of project items, accomplishing many important milestones.

However, due to many different reasons, especially obstacles related to site clearance, the project is behind the schedule (put into operation in June 2020). The Deputy Prime Minister said that striving to complete this project in 2020 requires great efforts to be made by all related parties.

The Deputy Prime Minister asked localities to actively coordinate in propagating and mobilizing people to implement policies of the Party and State in site clearance, ensuring security and order to create favourable conditions for the construction, which is of special importance to the nation and try to avoid any delay in the project completion as scheduled.

Quang Nam and Da Nang are the two localities facing the most problems in site clearance. I suggest that the two localities must complete the site clearance for the foundation and pile positions in April 2020 and for the line corridor before 20th May 2020 for the units to perform the construction.

The Deputy Prime Minister instructed EVN, EVNNPT to continue to follow up progress and actively coordinate with local authorities, promptly report difficulties and problems to the Prime Minister, the Ministry of Industry and Trade, and the State Capital Management Committee at Enterprises, National Steering Committee on electricity development. The Deputy Prime Minister noted that ministries and agencies actively handle difficulties and problems regarding mechanisms, policies, legal documents and procedures to promptly propose them to the Prime Minister for direction and at the same time urgently make decision on and direction in handling any issues in the competence scope as prescribed in timely manner.

According to the CPMB’s report, on the whole line system, the remaining site area has not been handed over, including: 275 foundation positions and 1,129 pile intervals of the line corridor.

Particularly in Da Nang City, the site area of 36/72 foundations has not been handed over, the line corridor has not been prepared and approved. In Quang Nam province, there are still 110/268 foundations not yet handed over; the line corridor has about 248 pile intervals not yet to be approved for compensation plan.

In addition to the site clearance, the conversion of forest land is also a problem in the construction of the 500kV line, circuit 3. The Group will continue to urge and coordinate with contractors to accelerate the construction of foundations, erection of piles at locations where the site is available. If the 500kV line, circuit 3 cannot be put into operation as originally planned, it will affect the optimal operation of the national electricity system in connecting the power grids among regions. Typically, in 2020, EVN shall mobilize more oil-fired power sources with high costs to ensure power supply.

At the meeting, Mr. Ho Ky Minh - Vice Chairman of Danang People’s Committee and Mr. Huynh Khanh Toan - Vice Chairman of Quang Nam Provincial People’s Committee committed to the Deputy Prime Minister to drastically direct the localities in the province/city to coordinate closely with the Employer to hand over the entire corridor before 20th May 2020.

Before working with local ministries and agencies, Deputy Prime Minister Trinh Dinh Dung and the delegation has checked the construction progress of the 500kV line, circuit 3  project at 791 position of Quang Trach - Doc Soi ( Hoa Phu commune, Hoa Vang district, Da Nang city). The Deputy Prime Minister and leaders of EVN and EVNNPT had presented gifts, encouraged construction units, supervision consultants and representatives of the Employer at the construction site.
