Improving the getting electricity indicator: Expectations on administrative reform

The race to improve the getting electricity indicator in 2020 is predicted by many experts to be very tough and fierce. However, if we take advantage of opportunities derived from the digital revolution and the administrative procedure reform, this will be a lever for Vietnam's getting electricity indicator to be improved.

An "open door" from the National Public Service Portal

On December 9, 2019, the National Public Service Portal (NTP) was launched, with 3 electricity services allowed by the Government to be integrated into and provided by the Portal. By December 24, 2019, all level 4 online electricity services were completely integrated into and provided to the people through the NTP. At that time, EVN was recognized as the first and only enterprise to provide online services on the NTP. “This is a great effort, a strong achievement of EVN in the field of customer service, towards the provision of electricity services without direct contacts between the power industry and customers, improving transparency in transactions”- Prime Minister Nguyen Xuan Phuc acknowledged.

EVN is considered as a leading SOE in administrative reforms, especially in terms of getting electricity activities.

The introduction of electricity services, including the "new power supply via medium voltage grids" on the NTP, is expected to open more opportunities, further pushing up the administrative reform, creating more favorable conditions for people and businesses who need to access electricity. When requesting electricity services on the NTP, all documents and procedures applied for customers will be simplified. People and businesses can reduce their transaction time, they can monitor the implementation process, evaluate and have feedbacks on the provision of electricity services of the power sector.

The information system on Customer Care websites of the power industry, Departments and People's Committees of districts are connected in a synchronized manner through the NTP to receive service requests from customers, keep details of the processing progress and to coordinate in site surveys. Thereby, creating close coordination between agencies and the power sector, meeting requirements of electricity access of customers in accordance with the criteria of promptness, convenience, publicity and transparency.

Information technology is the cornerstone of reform

In 2020, EVN aims to continue improving the getting electricity indicator, maintaining the top 4 ASEAN position. According to EVN’s Vice President Vo Quang Lam, EVN has been actively applying information technology (IT) in promoting the administrative reform and reducing the number of procedures in electricity delivery. Specifically, in Ho Chi Minh city, since March 1, 2020, Ho Chi Minh City Power Corporation (EVNHCMC) has applied GIS map (geographic information system) into their online surveys of connection points on the basis of medium voltage grids. As a result, as for substation projects invested by customers, instead of having to do site survey as currently, the power sector will carry out digitization, thereby reducing the steps of electricity delivery.

In addition, as for the low voltage grids, EVN has directed the Central Power Corporation/Da Nang Power One Member Limited Liability Company to pilot the application of the Site Information Program and data from relevant shared software since April 1, 2020, removing site survey stage; thus decreasing procedures, shortening construction time, and accelerating the duration of electricity supply to customers.

Prime Minister Nguyen Xuan Phuc (at the Conference on summarizing the corporate performance in 2019, implementing the 2020 tasks of EVN) said:

“EVN has actively implemented many solutions to improve the business environment and enhance national competitiveness. At present, the getting electricity indicator has achieved very impressive results, ranking 27th out of 190 countries and economies, 4th in ASEAN and 2 years ahead of the Government's target.”
