Launching national electricity-saving movement in 2023

On May 22, in Hanoi, the Ministry of Industry and Trade (MoIT) held a conference to launch the national electricity-saving movement in 2023, to provide and update information on the power supply situation and launch the national electricity-saving movement. The conference is held in an offline combined online form.

Speaking at the conference, Deputy Minister of Industry and Trade Dang Hoang An said that the recent world energy market has been very complicated, and energy prices have continued to be pushed to high levels. The effects of El Nino and the risk of heat, drought, and water shortages lead to serious impacts on the operation of hydropower plants. Severe hot weather took place nationwide, especially in the North and Central regions, leading to increasing electricity demand. The load of the whole national power system on May 19 increased to a new record of approximately 924 million kWh, the highest since the beginning of the year, and increased by 10.5% over the same period in May 2022; the maximum consumption capacity reached 44,600MW, the highest since the beginning of the year and increased by 8.5% over the same period in May 2022.

Deputy Minister Dang Hoang An affirmed that, in addition to drastically implementing solutions to enhance the power production and supply ability, the economical and efficient use of electricity is considered one of the important and urgent solutions, contributing to ensuring sufficient electricity sources for economic development and social life in the coming time.

He believes that all levels, branches, localities, agencies, units, businesses, and people nationwide are expected to have practical activities to respond to the economical and efficient electricity use movement, creating positive effects, spreading the spirit of joining hands to save electricity and protect the environment to the entire community for the country development and improve the living quality of the people.

At the conference, EVN's President and CEO Tran Dinh Nhan said that in 2022 and the first 5 months of 2023, despite facing many difficulties in the power structure and financial balance due to increased input fuel prices for power production, Vietnam Electricity has always made efforts and ensured the power supply for the development needs of the country.

To ensure power supply, Vietnam Electricity had to mobilize all sources, including high-cost sources such as thermal power, diesel; and FO oil.

Vietnam Electricity proposes that all power customers respond to the electricity-saving movement, together spreading the message "Saving electricity, becoming a habit", contributing to stable operation and sustainable development of the national power system.

In order to ensure a safe, continuous, and reliable power supply in the dry season and the whole year of 2023, the MoIT calls and proposes to relevant ministries and central agencies, Vietnam Electricity, and the People's Committees of provinces and cities focus on directing the implementation of main contents as follows:

Firstly, promote communication; strengthen widely and continuous propaganda and dissemination in various appropriate forms on economical and efficient electricity use to raise awareness of people, businesses, and the community about electricity-saving and energy-saving.

Secondly, urgently develop and organize the strict implementation of electricity use charts for each industry and sector, especially large electricity users.

Thirdly, strengthen the organization of training courses at agencies, businesses, residential groups, and residential areas to directly instruct people on electricity-saving solutions and methods. Step up the inspection and examination of the law provisions observance in economical and efficient energy use to promptly detect and strictly handle violations under the law; at the same time, timely praise and reward to organizations and individuals that have well-implemented energy-saving solutions.

In the long term, it is necessary to focus on reviewing, amending, supplementing, and promulgating new technical standards and regulations, and energy usage norms for product units of the sector/sub-sector and advise the relevant authorities to formulate and promulgate relevant regulations, mechanisms, and policies, ensuring synchronous, strong enough and feasible to promote and encourage economical and efficient use of electricity and energy; paying special attention to speeding up the amendment of the Law on Economical and Efficient Use of Energy, and building and implementing programs to encourage the development of rooftop solar power in businesses and households in the "self-production, self-consumption” to create a drastic change in reducing the energy intensity of the economy in the spirit of Resolution 55 of the Politburo as well as Vietnam's strong commitment at COP26 and the Political Declaration on fair energy transition.

The Ministry of Industry and Trade also called and proposed all levels, branches, agencies, units, businesses, households, and all classes of people nationwide to support and share difficulties with the power sector, strengthen the synchronous and thorough implementation of measures for economical and efficient electricity use, especially in the dry season period (especially from now to June 30, 2023).

Accordingly, it is recommended that businesses have a reasonable production plan, limit the mobilization of equipment and machinery with large electricity consumption capacity at peak hours, and at the same time focus on installing on-site renewable energy sources to reduce electricity consumption from the national grid; households and people regularly practice the habit of economical and efficient electricity use such as switching off electrical appliances when leaving the room, replacing and using high-efficiency, energy-saving equipment; limiting using large capacity electrical equipment during peak hours, etc.; together spreading the message "Save electricity, become a habit" contributing to the stability and sustainability of the national power system.
