MOIT approves coal supply plan and schedule for power generation in 2024

The Ministry of Industry and Trade (MOIT) has recently issued Decision No. 3111/QD-BCT dated November 30, 2023, approving the coal supply plan and schedule for power generation in 2024.

Accordingly, owners of coal-fired power plants are responsible for arranging the supply of 74,307 thousand tons of coal for power generation in 2024; Of which, 26,084 thousand tons of imported coal will be arranged by power plants using imported coal.

Types of coal supplied to each power plant will be in line with coal supply agreements for the year 2024 and long-term coal supply agreements (for BOT thermal power plant projects) signed between power plant owners and coal suppliers.

The Ministry of Industry and Trade requires owners of coal-fired power plants to strictly and effectively implement the tasks assigned by the Prime Minister related to coal supply for power generation according to Directive No. 29/CT-TTg dated December 2, 2019, to ensure sufficient and stable supply of coal for power generation in 2024 and following years; Taking full responsibility for arranging coal supply from legal sources with technical specifications consistent with the plant's technological requirements (except for BOT thermal power plants using domestic coal whose coal supply agreements are guaranteed by the Government).

The plan of power supply and national power system operation must be regularly updated to enable timely adjustment of the coal preparation plan; Ensuring a sufficient and stable supply of coal for the plant's operations throughout its lifetime with competitive and effective coal prices. In any case, no disruption or shortage of coal supply for power generation is tolerated, etc.

The owner will fully prepare infrastructure facilities for coal transportation and delivery that meet regulatory requirements and are in line with the need for coal delivery and consumption for power generation; securing the volume of coal reserves sufficient as prescribed, consistent with the coal storage shed design and meets the dispatching plan announced monthly by the National Load Dispatch Center, ensuring the operating efficiency of the plant.

The Ministry of Industry and Trade has also requested the Vietnam National Coal and Mineral Industries Group, Dong Bac Corporation, and coal suppliers to strictly realize other covenants as committed in the signed agreements and take full responsibility if they fail to supply coal volume as agreed the signed agreement, leading to a shortage of coal for power generation, etc.
