At the announcement ceremony on 20th March 2019, the Ministry of Industry and Trade’s representative stated that the Ministry had cooperated with General Statistics Office of Vietnam (Ministry of Planning and Investment) in calculating the impact of the average retail price adjustment in the Consumer Price index (CPI), the Producer Price Index (PPI) and the growth of Gross Domestic Product (GDP) for year 2019.
Based on the calculation of General Statistics Office, in 2019, CPI will be increased by 3.3 to 3.9%, ensuring the CPI target of 2019 at below 4% as approved by the National Assembly.
On the basis of the adjusted average retail price of electricity; load structure in 2018, forecast for 2019; retail electricity prices applied to power user groups are developed under the tariff structure stipulated in Decision No. 28/2014/QD-TTg.
Due to the change in power consumption structure, retail prices of electricity applied to groups of power user is adjusted within +/-2% in comparison with the rate stipulated in Decision No. 28/2014/QD-TTg.

At the press conference, Mr. Nguyen Anh Tuan - Director of Electricity Regulatory Authority (Ministry of Industry and Trade) and Mr. Dinh Quang Tri – EVN’s Deputy General Director answered questions given by journalists and reporters about this adjustment in average price of electricity.
In addition, the Ministry of Industry and Trade also required Vietnam Electricity to publicly announce and implement the adjustment in electricity price to all household users as regulated in Decision No. 648/QD-BCT dated 20th March, 2019 on adjusting average retail price of electricity and regulating price of electricity; implementing synchronous solutions to organizing, managing, investing in modernizing technologies of developing power sources and grids, performing effective control and cost saving as well as applying solutions to reduce power loss, improve labour productivity and save regular costs.
In particular, the Ministry of Industry and Trade required EVN to fully, synchronously implement and popularize all of its affiliated units to implement contents of the National Program on managing power demand for the period of 2018-2020 with an orientation to 2030 as approved by the Prime Minister in Decision No. 279 QD-TTg dated 8 March 2018; study, develop and propose electricity price and financial incentive mechanisms appropriate to the approved program of managing electricity demand and adjusting load, report it to the Ministry of Industry and Trade for review and decision.
Previously, the Ministry of Industry and Trade, in coordination with the Ministry of Finance, chaired to inspect and review input parameters used to calculate electricity price in 2019 under regulations in Decision No. 24/2017/QD-TTg of the Prime Minister, including parameters of all stages and the unsolved allocation of exchange rate difference, etc., in order to develop the adjustment option for the average retail price of electricity.
