Ministry of Industry and Trade organizes Conference to deploy Power Plan VIII implementation plan

On April 3, in Hanoi, Minister of Industry and Trade (MOIT) Nguyen Hong Dien chaired the Conference to deploy the plan of implementing the National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII), to accelerate the implementation of Power Plan VIII.

The conference was held in a combined online format, with the participation of representatives of ministries, central branches, localities, functional units, and energy corporations.

The conference was attended, for Vietnam Electricity side, by EVN’s President and CEO Nguyen Anh Tuan, and EVN’s Vice President Nguyen Tai Anh.

Meet the goals in Power Plan VIII

On April 1, 2024, the Prime Minister approved the Plan to implement the National Electricity Development Plan for the period 2021 - 2030, with a vision to 2050 (Power Plan VIII). The plan complies with current legal regulations, aiming to build the roadmap for effective organization and implementation of programs, schemes, and projects.

The plan also aims to meet power needs for socio-economic development in each period, ensuring power supply is one step ahead; making a strong energy transition from fossil fuels to new energy sources, renewable energy, meeting sustainable development and global requirements and trends; at the same time, identifying solutions to attract investment in power development complying with Power Plan VIII during the planning period, as well as coordination mechanisms between ministries, branches and People's Committees of provinces and centrally-run cities in the implementation of this work, etc.

Speaking at the conference, President Nguyen Anh Tuan said that immediately after Power Plan VIII was approved in Decision No. 500/QD-TTg dated May 15, 2023, EVN proactively developed the plan and directed units to implement assigned tasks.

For power source projects, EVN has directed units to speed up the progress of key power source projects such as Expanded Ialy Hydropower, Expanded Hoa Binh Hydropower and Quang Trach I Thermal Power Plant, etc., In parallel, the Group also submitted to competent authorities to adjust the investment policy of Quang Trach II Thermal Power Plant Project using LNG fuel; fuel conversion of O Mon I Thermal Power Plant using Block B gas; Organized research and developed EVN's Energy Transition Strategy Project, and so on.

Regarding the power grid, EVN has proactively assigned units to promptly implement investment procedures for key power grid projects, meeting the needs of improving transmission capacity, releasing capacity of power sources, importing electricity, and ensuring power supply. In particular, EVN is focusing resources on deploying the construction of 500kV line, circuit 3, from Quang Trach to Pho Noi with the goal of completing it by the end of June 2024 complying with the direction of the Prime Minister and MOIT.

With the assigned task of playing a key role in ensuring a stable power supply for socio-economic development, EVN regularly and proactively updates and reviews the balance of supply and demand to have a plan to ensure power supply. However, complying with EVN's calculations, the power supply situation in the next year still has many risks, depending heavily on the construction progress of large power projects in Power Plan VIII.

To ensure sufficient power supply for the periods up to 2025 and 2030 as well as to effectively implement the Power Plan VIII implementation plan, EVN recommends that the Ministry of Industry and Trade soon submit to the Government to issue a mechanism to develop sources of recycled power energy; soon promulgate a mechanism to develop self-consumed solar power; mechanisms for assigning EVN and state-owned enterprises as investors in key power source, grid projects, etc.

EVN also recommends that localities soon organize the selection of investors for power source projects to deploy investment and soon put them into operation to meet the progress complying with the Implementation Plan of Power Plan VIII, especially with big power sources; EVN also requested the Vietnam Oil and Gas Group and the Vietnam Coal and Mineral Industries Group to ensure fuel for power generation, speeding up progress power source projects assigned as investors, especially projects belonging to the Block B and Blue Whale gas power project chain.

Participation of the entire political system needed

To successfully implement the plan, Minister Nguyen Hong Dien requested that ministries and central branches, based on their assigned functions and tasks, urgently coordinate and study proposals related to investment in gas and projects of offshore power wind; research and propose the development, amendment, and supplementation of related legal documents, policy mechanisms, especially financial mechanisms, electricity price mechanisms, etc., develop national programs in science and technology, training high-quality human resources for the new energy industry, renewable energy, and so on.

For localities, MOIT requested the People's Committees of provinces and cities to urgently review, update, and adjust provincial planning, ensuring consistency and synchronization with the Plan for implementing Power Plan VIII and other national technical regulations; urgently select investors for power projects following the provisions of law; arrange land funds for the development of electrical works complying with the provisions of land law; preside and closely coordinate with Investors to carry out site clearance, compensation, and resettlement for power source and grid projects, etc.

The Minister requires corporations and corporations operating in the energy sector and industry associations to advise and participate in appropriate policy mechanisms. Vietnam Electricity and National Power Transmission Corporation concentrate all resources to implement the 500kV line, circuit 3, project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) to ensure progress in compliance with instructions as directed by the Prime Minister, etc.
