To ensure a stable, safe, and reliable power supply during the peak months of the dry season in 2024, the Minister of Industry and Trade required Vietnam Electricity (EVN) and Vietnam Oil and Gas Group (PVN), Vietnam Coal and Mineral Industry Group (TKV/Vinacomin), Dong Bac Corporation, and related units: Thoroughly implement strictly, drastically, and effectively the contents and tasks assigned in the Directive No. 05/CT-TTg dated February 14, 2024, of the Prime Minister on ensuring power supply, ensuring coal and gas supply for power production in the coming time; Directions of the Minister of Industry and Trade in Decisions approving the Plan for power supply and operation of the national power system in 2024, Coal supply chart for power production in 2024, Gas supply plan for power production in 2024, and other related executive guidance documents.
The Minister of Industry and Trade required Vietnam Electricity:
Proactively develop flexible scenarios to respond to unusual and extreme developments that may occur, ensuring the power supply; At the same time, it is necessary to closely follow weather developments (temperature and hydrology) and the operating situation of power sources to properly adjust and regulate large hydropower reservoirs in the North to ensure backup for the power system during the peak months in the dry season in 2024. In case there are unusual impacts on ensuring power supply security, promptly report to the Ministry of Industry and Trade for consideration and direction.

Direct the National Load Dispatch Center to update and establish operating methods that closely follow the reality, in accordance with actual developments of power load, weather situation, operating conditions of the power system and electricity market, and reasonably mobilize power sources in the national power system to ensure sufficient power supply for socio-economic development and serve the daily needs of people...
Strengthen coordination with PVN, TKV, Dong Bac Corporation, and investors of thermal power plants in calculating, updating, and announcing electricity mobilization needs to ensure adherence to reality; Ensure enough time for thermal power plant investors to prepare sufficient coal sources for power production as planned while maintaining sufficient norms coal inventory (especially for BOT power plants and imported-coal power plants).
Direct and urge the supervision, inspection, and improvement of power plants’ equipment under its management, ensuring improved operational reliability and power generation capacity; Review and ensure the normal operation of the power plant's automatic and protective relay system; Prepare spare materials for power plant equipment to promptly fix problems and put them into operation as soon as possible.
Strengthen the leadership and direct the National Power Transmission Corporation to highly focus on directing contractors to speed up construction progress, and ensure technical quality to complete Quang Trach - Pho Noi 500kV circuit 3 transmission line as soon as possible (striving to complete and energize by June 2024).
Direct the National Power Transmission Corporation and Power Corporations to increase inspection of all transmission lines, right-of-ways at risk of fire, areas with high density of trees, dry grass, vegetation that can easily cause fires, and areas where people have the slash-and-burn farming habit to take timely measures.
Direct Power Corporations, especially Northern Power Corporation and Hanoi Power Corporation, to continue reviewing and preparing plans to adjust power load, focusing on large consumption households (iron, steel, cement, etc.) to deal with possible imbalances in power supply and demand of the Northern power system; Proactively agree and negotiate with power customers on monthly power supply plans, especially during dry season months, and notify customers in advance so that they know and proactively adjust their production activities; Proactively report and provide information to the People's Committees of provinces and centrally-run cities on the power supply situation and solutions that need to be implemented.
Coordinate with the Departments of Industry and Trade of provinces nationwide to promote propaganda about the power supply plan in 2024, difficulties in supplying power to the national power system, especially for the North in 2024 for the entire society to understand and share difficulties with the Power sector, save electricity, and use electricity reasonably and effectively.
The Minister of Industry and Trade also assigned PVN, TKV, and Dong Bac Corporation:
Strengthen coordination with Vietnam Electricity and the investors of thermal power plants to ensure adequate, continuous, and stable supply of fuel (coal, gas, oil) for power generation needs and strictly implement commitments in the signed commercial contracts/agreements on fuel purchase and supply.
Direct and urge the supervision, inspection, and improvement of power plants’ equipment under its management, ensuring improved operational reliability and power generation capacity; Review and ensure the normal operation of the power plant's automatic and protective relay system; Prepare spare materials for power plant equipment to promptly fix problems and put them into operation as soon as possible.
The Minister requires power-generating units:
Absolutely comply with the dispatching orders of the authorized dispatching level; Implement the operating shift regime and report on the operating situations and incidents of the power plant in accordance with current regulations.
Proactively negotiate with fuel suppliers to unify fuel supply plans to ensure sufficient, continuous, and stable fuel demand for power production, in accordance with the power mobilization plan updated and announced by the National Load Dispatch Center. The investors of thermal power plants are fully responsible for the lack of fuel when the generating unit is ready, leading to not generating enough capacity or having to shut down the unit.
Strengthen supervision, inspection, and improvement of power plants’ equipment to ensure improved operational reliability and availability coefficient, and increase power generation capacity; Review and ensure the normal operation of the power plant's automatic and protective relay system; Prepare spare materials for power plant equipment to promptly fix problems and put them into operation as soon as possible.
