National energy development strategy to 2030 with vision to 2045

General Secretary, State President Nguyen Phu Trong signed to issue Resolution No. 55-NQ/TW on 11 February 2020 on the orientation of Vietnam’s National Energy Development Strategy to 2030 with a vision to 2045

The Resolution clearly stated that after 15 years of implementing the Political Bureau’s Conclusion No. 26-KL/TW of 24 October 2003, on the Electricity Development Strategy and Planning of Vietnam and 10 years of implementing Resolution No. 18-NQ/TW of 25 October 2007 of the 10th Political Bureau on the orientation of Vietnam’s national energy development strategy to 2020 with a vision to 2050, the energy sector in general and the power sector, in particular, has made a rapid and relatively synchronous progress in all sub-sectors and fields; closely followed orientation and achieved many set objectives.

Energy supply, especially basic power supply meets the requirements of socio-economic development with increasingly improved quality. Oil and gas extraction as well as the petrochemical industry is strongly developed. Many coal mining projects with large capacity have been invested and constructed, increasing coal mining output. Recently, hydroelectricity is developing rapidly, wind and solar power has been developing at high speed

Investment in building power supply infrastructure has strongly developed, which is an important condition for ensuring electricity security. The national power grid has been connected to almost every part of the country, including remote and island areas. Energy consumption has increased significantly, the energy consumption structure has shifted towards industrialization, etc.

However, our country’s energy sector still shows lots of limitations and shortcomings. The goal of ensuring national energy security is still challenging; domestic supply is not enough to meet the demand. We have to import energy increasingly; many power projects are behind schedule and plans; Some targets of energy security are fluctuating in an adverse way. The efficiency of energy exploitation and use still remains low.

In addition, the infrastructure of the energy sector is not sufficient and synchronous. Technology levels in some areas of the energy sector are slowly improved, localization and market support from energy projects for domestically-produced mechanical goods still show limitation. The quality of human resources and labor productivity in some areas remains low. The competitive energy market has not been developed comprehensively, there is a lack of connectivity among sub-sectors, between power generation and power transmission; energy price policy is still inadequate and not entirely consistent with market mechanism and social security policy, etc.

Ensuring strong national energy security

Resolution No. 55-NQ/TW sets out general goals such as: ensuring strong national energy security; supplying stable and high-quality energy at reasonable prices for fast and sustainable socio-economic development, ensuring national defense and security, improving people’s lives and contributing to ecological environment protection. The Energy sector develops harmoniously among sub-sectors with synchronous and smart infrastructure, reaching the advanced level of the ASEAN region. The energy market shall be developed in the form of a competitive, transparent and efficient energy market in line with the socialist-oriented market economy institution. Domestic energy resources shall be utilized and used effectively in combination with rational import and export of energy. Proactively producing a number of major equipment in energy sub-sectors; upgrading and building advanced and modern power transmission and distribution grids shall be focused on.

In order to accomplish the goal, the Politburo sets out 10 tasks and solutions including:

Firstly, developing primary energy sources in the direction of enhancing the autonomy and diversification, ensuring efficiency, reliability and sustainability, including promoting the oil and gas search and exploration to increase the reserves and production output in potential areas; Developing breakthrough mechanisms and policies to encourage and promote the strong development of renewable energy sources so as to fully replace fossil energy sources.

Secondly, ensuring the rapid and sustainable development of the electricity sector to meet the requirements of national industrialization and modernization. In particular, it is necessary to develop and implement the Strategy for the development of Vietnam’s electricity sector for the new period.  

Thirdly, restructuring energy-consuming industries and sectors in parallel with the implementation of policies on clean, economical and efficient use of energy.

Fourthly, developing sustainable energy infrastructure, connecting the regions; improving the internal force of the manufacturing industry, services catering for energy industry. Accordingly, there is a policy to prioritize investment in sustainable energy infrastructure development; focusing on building an infrastructure of energy export and import, regional connectivity, etc.

Fifthly, restructuring, renewing and improving the operational efficiency of state-owned enterprises in the energy sector; encouraging the private economy to participate in socializing the energy development. 

The Politburo requests all the related units to review, supplement and adjust specific mechanisms, and policies for a number of important energy projects. At the same time, it is requested to create a favorable and transparent environment; publicize the planning, portfolio of investment projects, remove all barriers to attract and encourage the private sector to participate in investment and development of energy projects at home and abroad.

Sixthly, renovating mechanisms, policies, developing energy markets in a synchronized, interconnected, modern and efficient manner in line with the socialist orientation.

Seventhly, developing science-technology, training high-quality human resources for the energy industry.

Eighthly, promoting international cooperation; actively and proactively building strategic partners to realize long-term energy import goals and investing in energy resources abroad.

Ninthly, implementing the policy on energy industry environmental protection is associated with the goal of reducing greenhouse gas emissions, promoting circular economy and sustainable development.

Tenthly, strengthening the Party’s leadership; improving the effectiveness and efficiency of state management; promoting the people’s ownership and the role of Vietnam Fatherland Front, socio-political organizations in energy sector development.
