In attendance were Mr. Vo Quang Lam - Vice President of EVN; Mr. Nguyen Xuan Tuan - Director of EVN’s Science, Technology, and Digital Transformation Department; Mr. Nguyen Minh Khiem - Director of EVNICT; along with leaders and staff from EVNICT's departments and centers.
Representing KEPCO KDN were Mr. Park Sang Hyung - President and CEO of KEPCO KDN; Mr. Yang Sun Woong - Director of the Carbon Neutrality Division; and representatives of the Korean Embassy in Vietnam.
Speaking at the ceremony, EVN leadership emphasized that the signing of this MoU between EVNICT and KEPCO KDN - two core entities in the field of information and telecommunication technology under EVN and KEPCO - not only marks a significant milestone in bilateral cooperation, but also strongly affirms EVN’s commitment to advancing high-tech applications and deep digital transformation in the energy sector. This MoU also represents the implementation of the broader MoU signed between EVN and KEPCO on August 31, 2022, which includes collaboration on research, design, development, deployment, operation, maintenance, and standardization of IT and power telecommunications technologies.
EVN highly values EVNICT’s role in proactively absorbing KEPCO KDN’s technologies and experiences, and adapting them to suit the unique conditions of the Vietnamese power sector.

Since the first MoU in 2017, EVNICT and KEPCO KDN have achieved meaningful progress - from technical exchanges and sharing IT management models, to pilot implementations of advanced solutions such as e-P&ID (electronic piping and instrumentation diagrams), advanced metering infrastructure (AMI), virtual power plant (VPP) management, KEPCO’s advanced distribution management system (ADMS), and solar rooftop control systems. Particularly noteworthy is the collaboration in applying artificial intelligence (AI), big data, cloud computing, and cybersecurity in power sector technologies, demonstrating the vast potential of this partnership.
Amid global energy sector transformation under the pressures of climate change, sustainable development, and the Fourth Industrial Revolution, EVN sees digital transformation not just as a necessity but as an opportunity to restructure its operating model, enhance efficiency, optimize resources, and elevate customer service quality.
EVN’s leadership encouraged EVNICT to continue serving as the “technological heart” of EVN by proactively building pilot models and scaling up the application of advanced technologies in key areas such as system dispatching, asset management, electricity markets, renewable energy, and smart infrastructure. KEPCO KDN was also invited to continue its support through knowledge transfer, technological collaboration, and experience sharing throughout the implementation process.
Mr. Park Sang Hyung - President and CEO of KEPCO KDN - remarked: “I hope this MoU will serve as a springboard for mutually beneficial cooperation between Korea and Vietnam in power ICT, digital transformation, AI, and renewable energy. By realizing the digital transformation of the power ICT sector based on AI and digitalization, both countries can not only strengthen their global competitiveness but also grow together by expanding next-generation AI energy technologies and large-scale digital solutions. I believe KEPCO KDN and EVNICT can become leading entities in digital transformation and AI applications in the electricity industry.”

Mr. Nguyen Minh Khiem noted that in line with the strategic cooperation direction of EVN and KEPCO, EVNICT and KEPCO KDN have continuously exchanged and collaborated on R&D and control automation technologies through formal cooperation agreements (first from April 25, 2017, to April 25, 2019; and second from November 16, 2022, to November 16, 2024).
Notable achievements include: exchanging and introducing KEPCO KDN’s power IT solutions such as K-GIS, Smart Grid, AMI, ADMS, VPP, e-P&ID; sharing experience on building shared databases, standardizing energy sector data and information, application architecture models, and system integration architectures; and methodologies for digital transformation, development of the KEPCO 4.0 platform, and digital enterprise models - all of which have been successfully deployed at KEPCO and its partners.
EVNICT has also participated in the Power ICT Solution Forum and joined EVN delegations to KEPCO and KEPCO KDN headquarters to explore rooftop solar systems, large-scale renewable energy projects, and monitoring and control solutions, including for small-scale installations.
These collaborations have brought tremendous value to EVNICT in researching, building, deploying, and managing ICT, telecom, and automation systems, greatly supporting EVN’s business operations and corporate governance.
“I believe that today’s signing of the MoU between EVNICT and KEPCO KDN will not only strengthen coordination between our two companies but also inspire broader engagement across other entities. This effort reflects the spirit of the MoU between our two parent groups and contributes to deepening the strategic partnership between the governments of Vietnam and Korea,” Mr. Nguyen Minh Khiem emphasized.
