Ministry of Industry and Trade issues new regulations on peak, off-peak, and normal time-of-use periods of national power system

The Ministry of Industry and Trade issued Decision No. 963/QD-BCT dated April 22, 2026, providing regulations on peak, off-peak, and normal time-of-use periods for the national power system. The decision takes effect from the date of signing.

Specifically, the peak time-of-use periods apply:

a) Monday to Saturday: from 17:30 to 22:30 (5 hours/day);

b) Sunday: no peak hours.

The normal time-of-use periods apply:

a) Monday to Saturday: from 06:00 to 17:30 and from 22:30 to 24:00 (13 hours/day);

b) Sunday: from 06:00 to 24:00 (18 hours/day).

Off-peak time-of-use periods apply: from 00:00 to 06:00 every day of the week (6 hours/day).

The Decision clearly stipulates that Vietnam Electricity (EVN) shall implement the application of peak, off-peak, and normal time-of-use periods of the national power system in accordance with regulations.

Before December 15 each year, or when changes arise in the peak, off-peak, and normal time-of-use periods as reflected in the load curve of the national power system, Vietnam Electricity (EVN) shall submit to the Ministry of Industry and Trade its proposal on regulating these time-of-use periods.

The National Electricity System and Market Operation Company (NSMO), in coordination with Vietnam Electricity (EVN), provides necessary information related to capacity, output, load charts, and other data to serve the calculation and regulation of peak, off-peak, and normal time-of-use periods of the national power system.

Before December 15th of each year, or when changes to peak, off-peak, and normal time-of-use periods in the load chart of the national power system are deemed necessary, NSMO shall report to the Ministry of Industry and Trade on proposed regulations for peak, off-peak, and normal time-of-use periods of the national power system.
