Operational situation in September 2023 and goals and tasks in October 2023

In September 2023, Vietnam Electricity Group fully met the power needs to serve socio-economic development and people's daily activities, while ensuring power supply for the National Day holiday, on 2nd September. In particular, EVN has ensured a safe power supply and proactively responded to storm No. 3 (SAOLA), a tropical depression, and floods in some localities in the North and Central regions.

The entire system's power production in September 2023 reached 23.5 billion kWh (average 784.9 million kWh/day), an increase of 6.7% compared to that of the same period in 2022; The highest daily output reached 869.9 million kWh and the highest capacity reached 42,054MW (September 22). Accumulated for 9 months, the system's output reached 209.9 billion kWh, up 3.1% over the same period last year, in which the mobilization rate of some types of power sources is as follows:

+ Hydropower: 58.05 billion kWh, accounting for 27.7%. Because in early September, the water flow to the reservoirs in all three regions was good, so hydropower was increasingly exploited, especially in multi-purpose hydropower reservoirs.

+ Coal thermal power: 97.2 billion kWh, accounting for 46.3%.

+ Gas turbines: 20.82 billion kWh, accounting for 9.9%.

+ Oil thermal power: 1.23 billion kWh, accounting for 0.6%.

+ Renewable energy: 29.13 billion kWh, accounting for 13.9% (of which solar power reached 20.45 billion kWh, wind power reached 8.01 billion kWh).

+ Imported electricity: 3.1 billion kWh, accounting for 1.5%.

In the first 9 months of 2023, the power production of EVN and Power Generation Corporations (including joint stock companies) will reach 87.79 billion kWh, accounting for 41.83% of the power production of the entire system.

Regarding construction investment: In the first 9 months of 2023, EVN and its units have commenced 50 projects and completed energizing and putting into operation 60 power grid projects from 110kV to 500kV (including 01 power grid project). 500kV projects, 09 220kV projects, and 50 110kV projects), in which phase 1 of the Doc Soi - Quang Ngai 2 220kV line wiring project has been energized; energizing lines and 110kV transformer station Yen Binh 8, Thai Nguyen province; energizing lines and  Dong Soc 110kV transformer station; Energizing the T3 transformer installation project at Minh Hai 110kV transformer station, Hung Yen province, and so on.

Regarding the status of implementing procedures for transitional renewable energy projects:

By September 29, 2023, 81/85 transitional renewable energy projects with a total capacity of 4,597.86MW have submitted documents to the Electricity Trading Company to negotiate power prices and purchase contracts; Of which, 68 projects (total capacity of 3,897.41MW) have proposed a temporary price equal to 50% of the ceiling price of the price bracket (according to Decision No. 21/QD-BCT dated January 7, 2023 of the Ministry of Industry and Trade - MOIT). EVN and the investor have completed price negotiations and initialed PPA contracts with 62/68 projects; MOIT has approved temporary prices for 60 projects with a total capacity of 3,331.41MW; There are 20 plants/parts of plants with a total capacity of 1,171.72MW that have completed procedures to recognize commercial operation date (COD), and can generate commercial electricity to the grid. Of these, 23 projects have had their works/parts of works accepted by competent State management agencies; 29 projects have been granted power operation licenses for the entire plant/part of the plant; 39 projects have decided to extend their investment policies. There are still 4 projects with a total capacity of 136.70MW that have not yet submitted negotiation documents.

The cumulative electricity output of transitional renewable energy projects from COD to September 21, 2023 reaches more than 625 million kWh.

Some goals and tasks of EVN in October 2023

In October 2023, the average daily power consumption of the entire system is expected to be at 754.4 million kWh/day, an increase of 7.22% over the same period in 2022. The power supply situation in October is expected to continue to be guaranteed.

System operation goals: Ensure stable, safe, and reliable operation of the electrical system;  Continue to mobilize thermal power plants; Hydropower plants operate according to the actual hydrological situation and optimal regulation orientation, with the goal of storing water to a normal rising water level by the end of the year.

Regarding investment in power source construction: Focus on preventing natural disasters, storms, and floods at construction sites, and continue to accelerate the construction progress of power source projects such as Quang Trach 1 Thermal Power Plant; Expanded Ialy Hydropower Plant, Expanded Hoa Binh Hydropower Plant; Urgently complete capital arrangement procedures for the expanded Tri An Hydropower project; Soon complete the appraisal for approving the technical design of phase 2 of the Bac Ai Pumped Storage Hydropower project. Regarding power grid projects: Complete energizing phase 1 (220kV distribution yard) of Lao Cai 500kV transformer station; Energize and operate the 220kV Nha Trang - Thap Cham line (phase 2), Hai Duong - Pho Noi Thermal Power Plant; Continue to direct and urge investment preparation progress and construction progress of key power grid projects such as 500kV line of circuit 3; projects to release hydropower sources, thermopower sources, and release renewable energy sources; Speed up survey progress and prepare feasibility report (FS) for the project of power supply from the national grid to Con Dao district...
