Opportunities and challenges for grid-connected rooftop solar power in Vietnam

This is the content of the International Seminar organized by Vietnam Electricity (EVN) in collaboration with the German Federal Development Cooperation Organization (Deutsche Gesellschaft für Internationale Zusammenarbeit - GIZ) and German Solar Power Association (Bundesverband Solarwirtschaft - BSW) on 9 September 2020 in Hanoi.

The seminar was held online to the  conference points: BSW (Berlin, Germany); Electricity corporations and electricity companies nationwide.

According to Mr. Tobias Cossen - Director of Energy Program (under GIZ), GIZ expressed his impression with the achievement of RSP development in Vietnam. By the end of 31 August 2020, about 5,000 customers have installed RSP systems, with a total capacity of 1,200 MW. This is a very impressive achievement of Vietnam in the development of SEA, and GIZ is very proud to contribute a part of its efforts in that process.

Mr. Tobias Cossen - Director of Energy Program, GIZ speaking at the Seminar

Mr. Tobias Cossen said that this workshop is part of the Solar Rooftop component framework of GIZ’s Energy Program. The goal is to improve the quality of human resources for the new RSP market in Vietnam to ensure the installation, operation and maintenance of the RSP systems as well as maintain the quality and operability of the system. This is also an opportunity for partners in Germany to introduce the strengths of this country in the implementation and application of RSP, contributing to raising awareness and experience for colleagues at EVN and other units.

Speaking at the seminar, EVN Deputy General Director Vo Quang Lam said that RSP is a model that brings many benefits to users. For households, RSP will contribute to reducing the amount of power used at high price scales. For businesses, RSP contributes to reducing the amount of power to be used during peak hours, reducing monthly power costs. In addition, the excess solar power output of the investors can be sold to the Power sector. In particular, to meet the increasing electricity demand in the coming time, the development of RSP is one of the very necessary solutions today.

In recent years, GIZ and its partners in the Federal Republic of Germany have cooperated closely and effectively with EVN in participating in supporting the construction and development of RSP in Vietnam. In particular, the two sides have worked together to launch the first RSP platform in Vietnam - EVNSolar.

Delegates attending the Seminar at EVN online conference point (Hanoi)

EVN's Deputy General Director expected that through this seminar, EVN and other units will be exchanged and shared by GIZ and BSW, sharing experiences in building legal and technical bases; support to build the foundation and human resources to deploy, install and operate new solar PV in Vietnam, contributing to promoting the use of this clean energy source by people and businesses in the coming time.

Mr. Carlsen Kornig – BSW’s CEO said that Vietnam has absolutely opportunities to develop solar energy, with great radiation potential. In addition, the objectives and legal basis of the Government of Vietnam on the RSP  development are "extremely ambitious, but fully capable of successful implementation". Besides, solar power market in general and RSP market in particular in Vietnam is very attractive to German investors..

With its experience, BSW is very proud to have the opportunity to share and exchange successful lessons and experiences in the RSP development in Germany, in order to help Vietnamese colleagues have more perspectives, thereby working out a stronger strategy RSP development in the coming time.

In the framework of the seminar, BSW experts exchanged and shared experiences on topics: Solar power in Germany - success stories; Management of power grids and solar power systems; Digitalization and grid safety; Factors for licensing the RSP quality, and so on.
