On January 13, in Hanoi, PM Pham Minh Chinh worked with Vietnam Electricity (EVN). The meeting was held directly at EVN's headquarters, connecting online to member units of the Group.
The total power capacity of the entire system ranks first in ASEAN
Based on evaluated reports and opinions at the meeting, in 2023, despite many difficulties and challenges, EVN achieved many positive results. The total system power output reached over 280 billion kWh, an increase of over 4.5% compared to that of 2022. Commercial electricity was over 251 billion kWh, an increase of 3.5%. To date, the total power capacity of the entire system is over 80,000MW, ranking first in the ASEAN region. Of which, the power source from EVN and its member units is nearly 30,000MW, accounting for over 37%.

EVN actively and drastically deployed investment in projects with the total value of the Group reaching VND 90,997 billion, among the highest ranks of state-owned groups and corporations. Of which, EVN is urgently constructing 03 key power source projects with a total capacity of over 2,200MW, commencing 146 projects and completing 163 110-500kV power grid projects.
Regarding customer service and electricity-saving, EVN is a leading enterprise in promoting the application of information technology and digital transformation with 100% of electricity services provided online at level 4 at the National and provincial/city Public Service Portal (ranked 1st for many consecutive months); The rate of customers making non-cash payments reached over 96.3%. EVN continues to reform administration, simplifying procedures to shorten power supply time for new customers (reduced to 2.73 days for medium voltage grid level; to 2.33 days for low-voltage grid level for residential customers).

The power supply to rural, mountainous, and island areas has surpassed the target with the number of communes accessing electricity across the country reaching 100% and the number of households using electricity reaching over 99.7%, of which, the number of rural households accessing electricity reached 99.6%.
EVN has made efforts to surpass economic and technical targets with power loss obtaining 6.15%, among the TOP 4 in ASEAN; 967/996 220-110kV substations were switched to unmanned mode, reaching a rate of 97%.

In 2024, EVN focuses on ensuring sufficient power supply for the country's socio-economic development with the goal of economic growth, and construction investment acceleration, while implementing radical management innovation to improve labor productivity and increase operational efficiency.
EVN strives to ensure power supply with commercial electricity output in 2024 of 262.26 billion kWh and is ready with a high plan of 269.3 billion kWh; continue to improve power supply reliability; increase labor productivity by over 8%; reach a Group-wide investment of VND 101,911 billion; ensure financial balance, preservation and development of state capital.

PM clearly stated that the Power sector includes five stages: Power source; power load; power distribution; power use; and power price, with six input factors including coal, oil, gas, water, sun, and wind. Therefore, the research, operation, and coordination between stages must be reasonable and scientific, both immediate and long-term, and consistent with trends, rules, conditions, and circumstances of the country, Power sector tradition, and people's consumption ability.

On behalf of the Government, PM also evaluated, acknowledged, and thanked EVN for its encouraging results and contributions to the country's overall achievements and results in 2023; specifically, the results in power production and supply, local electricity shortages handling in the North; construction investment; customer service and electricity saving; rural, mountainous, and island power supply; implementation of technical and financial targets; administration work; and good social security work.
The PM also praised the commencement of the Quang Trach (Quang Binh) - Pho Noi (Hung Yen) 500kV circuit 3 transmission line project with the spirit of only moving forward, "overcoming the sun and winning the rain", "eating quickly, sleeping urgently", working "3 shifts, 4 teams", and working through holidays and Tet. Localities where the project passes through have to focus on completing site clearance and handing over to the project; and proactively address problems to complete the project following the proposed schedule.

Definitely do not let electricity shortages occur under any circumstances
The PM highlighted three objectives for the upcoming period: First and foremost, under no circumstances or conditions should there be power shortages for production, business, or consumption; Second, the management and operation of the power sector, especially electricity prices, have to follow market rules, with policies for social security subjects; Third, the Group should be restructured under market rules, ensuring financial stability and fostering business and production.
