Performance results in November 2018, objectives and tasks in December 2018

In November 2018, Viet Nam Electricity ensured stable and safe electricity supply for socio-economic development, meeting people's living needs, as well as cultural, political and social events, satisfactorily secured electricity delivery during the 6th session of the XIVth National Assembly.

The generated and imported electricity volume of the whole system in November 2018 reached 18.46 billion kWh (or 615.2 million kWh per day on average), the highest daily output was 648.2 million kWh and the peak capacity of the system was 32,588MW. In aggregation the electricity output of the system during the first 11 months of 2018 achieved 201.12 billion kWh, an increase of 10.97% compared to the same period in 2017. The total power sales of EVN in November 2018 was estimated at 16.68 billion kWh; the total one of the first 11 months of 2018 was estimated at 176.2 billion kWh, up 10.1% over the same period in 2017, in which the domestic power sales increased by 10.17%.

In November 2018, the transmission flow was mainly from the North to the Central and then to the South, with the transmitted volume estimated at 15.6 billion kWh. The highest transmission capacity of the North - Central 500kV transmission lines was 2,030MW and of the Central - South lines was nearly 3,480MW. The power volume transmitted to the South was at a high level, about 50.5 million kWh per day, equivalent to 17.1% of the total power demand in the South.

In November 2018, except for reservoirs in the North, reservoir inflow throughout the system was continuously low; particularly in the Central region and Central Highlands where the main flood season was coming to an end, the water inflow into many reservoirs was lower than the average level for many years, etc. Regarding the performance of power supply reliability indexes in the first 11 months of 2018: the momentary average interruption frequency index (MAIFI) was 1.31 times per customer, the system average interruption duration index (SAIDI) was 705.7 minutes (down 26.4% compared to the same period in 2017), the system average interruption frequency index (SAIFI) was 5.56 times per customer. In particular, SAIDI index achieved by Power Corporations was better than the same period in 2017. The total power loss rate of EVN in the first 11 months of 2018 was estimated at 6.92%, or 0.28% lower than the targeted one (7.20%).

Regarding construction and investment activities, in November 2018, EVN and its member organizations commenced construction of 33 projects; completed energizing and putting into operation 18 power grid projects from 110kV to 500kV. In the first 11 months of 2018, 156 projects started being constructed, 170 projects were energized (including 220kV and 500kV power grid: 39 projects; 110kV power grid: 131 projects). The total construction and investment cost of the whole EVN over these 11 months of 2018 was estimated at VND 93,072 billion, of which the disbursement value reached VND 79,660 billion.

In addition to the production, business, construction, investment achievements, EVN was honored by the Viet Nam Business Council for Sustainable Development as one of 100 "Vietnamese Sustainable Enterprises in 2018 ". Also in 2018, EVN's efforts were recognized by the community and many international organizations, for instance: the power generation output has grown steadily for many years; EVN was recognized by WB as one of the best performing countries in electricity supply in rural, remote, ethnic minority areas, etc. with 100% of total communes and 98.83% of total households having access to the national power grid; EVN was among 15 state-owned enterprises being assessed in the TRAC Report 2018 in terms of transparency in corporate reporting, conducted by the Towards Transparency (the national contact of Transparency International), as a result EVN was the best performing corporation; a lot of attentions were paid to environmental protection in all areas and throughout all the stages from investment preparation, investment implementation as well as production and business activities; the Getting Electricity indicator moved upward to the 27th position in the world (37 levels up against 2017 ranking) and Viet Nam officially is in the Top 4 ASEAN countries (2 years earlier than the target set by the Government).

Some tasks of EVN in December 2018

In December 2018, the average power consumption of the whole system is expected to be 609 million kWh per day, the peak load is estimated at 32,940MW. The power system will sufficiently meet the load demand and power sources will be mobilized at a maximum based on their availability.

The operation of the power system in December 2018 aims to optimally exploit both hydropower and thermal power sources, impounding water in reservoirs at the end of 2018 to prepare for electricity supply in the dry season of 2019. The transmission network will be safely and reliably operated, especially the North - South 500kV system under high transmission conditions to meet power demand in the South. In addition, EVN's units have to strictly comply with EVN’s Directive No. 1905/CT-EVN dated April 18, 2018 on disaster prevention, search and rescue activities; prepared for responding to flooding situations, ensuring the safety of hydropower dams, reservoirs and downstream areas. Power Corporations should promote their communication activities on energy saving and power safety among people, particularly during the dry season of 2019.

Regarding power generation projects, in December 2018, EVN will strive to issue PACs for power units of Nghi Son 1, Thai Binh thermal power plants, and power unit no.1 of Vinh Tan 4 thermal power project; to ensure the milestone of powering the first test of Duyen Hai 3 Thermal Power Project. Regarding grid projects, EVN must complete the following important projects in December 2019: Luu Xa, Quynh Luu, Quang Chau 220kV substations; upgrading capacity of Pho Noi, Dong Anh 500kV substations, Truc Ninh, Nhon Trach and Tan Thanh 220kV substations, etc.; 220kV transmission lines including West Hanoi branch, Ninh Binh - Nam Dinh circuit 2, Quang Ngai - Quy Nhon, Long An - Cai Lay 2, etc.

Besides, in December 2018, EVN will work with the Ministry of Industry and Trade to obtain their approval of the power system and electricity market operation plan in 2019, in which the competitive wholesale electricity market will operate from January 1, 2019 (according to Decision No. 4391/QD-BCT dated November 26, 2018 of the Ministry of Industry and Trade). EVN will focus on completing business and customer service targets in 2018; consolidating customer satisfaction assessment results in 2018.

Power Corporations will maintain their active implementation of their programs "Customer Appreciation - December 2018"; at the same time, EVN’s member organizations nationwide are preparing for implementing humanitarian blood donation programs "EVN Red Week in 2018" at the end of December 2018.
