Total production and import power output of the whole system in October 2018 reached 19 billion kWh (average of 614.3 million kWh/day), the highest daily output reached 640.5 million kWh and the highest capacity of the whole system reached 31,970MW.
In the first 10 months of 2018, the accumulated output of the whole system reached 182.6 billion kWh, an increase by 10.7% over the same period of 2017. EVN's total commercial power output in October 2018 is estimated at 16.27 billion kWh; accumulated power output in the first 10 months of 2018 is estimated at 159.3 billion kWh, increasing by 9.78% over the same period in 2017, of which domestic commercial power output increased by 9.87%.
In October 2018, the direction of transmission is still from the North and Central to the South with output of transmittable power estimated at 15.7 billion kWh. The highest transmission capacity on the 500kV North - Central line is 1,980MW and the Central - South line is approximately 3,950MW. The transmission output to the South is about 68.1 million kWh per day (equivalent to 25.4% of the South’s demand).

In October 2018, EVN has simultaneously, optimally exploited hydropower and thermal power to ensure water supply for downstream areas. Particularly, the water volume pouring to hydropower reservoirs in the North is significantly high, so the total mobilized output of hydropower is higher than the applicable mode. However, the water volume pouring into hydropower reservoirs in the Central and South is low, thus the total output of hydropower mobilized is lower than as planned.
In consideration of reliability indicators of power supply in the whole Group, in the first 10 months of 2018, System Average Interruption Duration Index (SAIDI) was 646.76 minutes (decreasing by 24.32% over the same period of 2017), Momentary Average Interruption Frequency Index (MAIFI) was 1.3 time per customer, System Average Interruption Frequency Index (SAIFI) was 5.33 times per customer. The rate of power loss of the whole Group in the first 10 months of 2018 is estimated to be 6.95%, 0.25% lower than the plan set out (7.20%)
At the end of October 2018, Doing Business research team of the World Bank (WB) announced the results from the assessment of competitiveness indicators in 2018 of 190 countries/ economies in the world, which includes the results of the assessment on the POWER ACCESS INDEX. According to the assessment results, Viet Nam's Power Access Index in 2018 considerably rose, reaching the highest rank ever at 87.94 points - ranking at 27th out of 190 countries/ economies – increasing by 37 ranks compared to 2017. This is the fifth consecutive year that Viet Nam's Power Access Index has been improved in terms of ranking, becoming Viet Namthe country with the largest improvement in Power Access Index’s ranking in the region. Viet Nam has surpassed the Philippines and is currently the 4th in ASEAN region - known as the ASEAN-4 group, and early fulfilled the Government's target by 2020.
On construction investment, in October 2018, 2 generator units of Thai Binh Thermal Power Project have been put into commercial operation. Regarding the power grid, in October 2018, EVN and its units have started 8 projects; completed the power energization, put into operation 18 power grid works with capacity from 110kV to 500kV. Accumulated in the first 10 months of 2018, 113 projects have been started, 140 grid works with capacity from 110kV to 500kV have been completed and put into operation. The total construction investment value of the Group in the first 10 months of 2018 is estimated at VND 82,664 billion, disbursement value is VND 71,041 billion.
Pursuant to Circular No. 25/2018/TT-BCT of the Ministry of Industry and Trade on amending and supplementing a number of articles in Circular No. 16/2014/TT-BCT dated May 29, 2014 of the Minister on the implementation of electricity price with effectiveness from October 26, 2018, EVN has directed and guided Power Corporations to deploy implementation.
Several tasks of EVN in November 2018
In November 2018, the daily average power consumption of the whole system is estimated at 611 million kWh/day, with the maximum load capacity of 32,840MW. The power system will adequately meet the capacity for load demand and prepare a backup option, ensuring a safe, uninterrupted and stable operation system, especially during the sixth session of the XIV National Assembly.
The target of operating the power system in November 2018 is the optimal exploitation of hydropower and thermal power concurrently ensuring the water storage target at the end of 2018, preparing to supply power for the dry season of 2019, safely and reliably operating transmission grid, especially the North - South 500kV system in high demand of transmission for the South. Additionally, the units of EVN will continue to strictly comply with Instruction No. 1905/CT-EVN dated 18 April 2018 of the Group on the prevention of natural disasters, search and rescue; prepare available options to respond to situations of flood and storm, ensure the safety of dams, reservoirs and hydropower projects, especially the preparation for responding to storms, tropical low pressure which may concentrate in the Central area, floods in the Central Highlands and other dangerous weather phenomena which can occur all over the country, especially thunderstorms, hail and local heavy rain.
For construction investment in power source: In November, 2018, striving to complete granting PAC for generator unit 1 of Vinh Tan 4 thermal power project and ensuring the capacity for receiving 70,000 DWT vessels to ports; ensuring the test power landmark by November 15, 2018 for Duyen Hai 3 thermal power expansion project, etc. For the power grid, in November 2018, the Group will strive to complete energizing power for 220kV transmission line in South Saigon - District 8; speed up the construction progress for ensuring the completion of project in 2018 with important projects to serve power supply in 2019 (Luu Xa, Quynh Luu, Quang Chau 220kV substations, 220kV Binh Long - Tay Ninh transmission line); focus on handing over the ground to perform the construction of 3-circuit 500kV transmission lines projects; continue coordinating with localities to completely solve the problems of the corridor for the 500kV transmission line of Vinh Tan - Song May branch - Tan Uyen and the site obstacles for 220kV branches behind Pho Noi, West of Hanoi, Viet Tri substations, etc.
Additionally, EVN will instruct the units to complete the agreement process of connection, power purchase for rooftop solar projects, carry out procedures for settling equitisation expenses and hand over capital and assets to Joint Stock Companies for Power Generation Corporation 3 (EVNGENCO3); continue to implement the equitisation steps for EVNGENCO 1 & 2 after getting the guidance of the Prime Minister and the Committee for State Capital Management at Enterprises; continue to implement EVN's divestment activities in 05 joint stock companies (Dong Anh Electrical Equipment Corporation - Joint Stock Company, EVN Finance, Power Engineering Consulting Joint Stock Company 3 and 4, Thuan Binh Wind Power Joint Stock Company), carry out a customer satisfaction survey in 2018 through an independent consulting unit, prepare for the deployment of annual programs: Red week and Month of Customer Gratitude at the end of 2018, etc.
