Storms and heavy rains often cause floods from upstream. At this time, hydropower and irrigation reservoirs must implement appropriate flood control and discharge procedures in accordance with regulations, both to ensure the safety of the works and to reduce damage downstream. Because before the flood, the reservoir has lowered the reservoir water level to create more flood catchment capacity, so when there is a flood, all or part of the flood water will be stored in the reservoir; thereby contributing to cut and reduce floods for downstream.
