Promoting energy-saving investment in Vietnam’s industries

It is the topic of a seminar organized by the Ministry of Industry and Trade (MOIT) in collaboration with the World Bank (WB) on June 20 in Hanoi. This is an activity under the Project on Promoting Energy Saving in Vietnam’s Industries.

Attending the workshop were Mr. Trinh Quoc Vu - Deputy Director of the Department of Energy Saving and Sustainable Development of MOIT; Mr. Chu Ba Thi – Project Manager, WB senior energy expert in Vietnam; Ms. Prajakta Ajit Chitre – co-leader of the project, representative of WB; together with representatives of commercial banks, groups, corporations, industry associations and industrial enterprises, energy service companies, energy-saving equipment suppliers, etc.

At the seminar, Mr. Trinh Quoc Vu - Deputy Director of the Department of Energy Saving and Sustainable Development, MOIT, said that in the past time with the active efforts of the World Bank, MOIT has been developing many technical assistance programs and projects in order to further promote the market for investment in energy saving, strengthen the capacity of stakeholders, create a forum for businesses to have the opportunity to exchange and learn, and exchange experience and cooperation to apply energy saving solutions in the industry.

With the desire to improve energy efficiency in the industry to contribute to the common national goal of efficient use of energy as well as the goal of reducing the energy intensity of the economy, improving energy efficiency, and conserving national energy resources, MOIT has coordinated with WB to develop a project of promoting energy saving in Vietnam’s industries.

According to Mr. Trinh Quoc Vu, the seminar is an opportunity for MOIT and WB to provide full information on energy-saving investment solutions, financial models, and credit guarantees under the project of "Promoting energy saving in the industry in Vietnam" to industrial enterprises, commercial banks, financial institutions, and related units, organizations and individuals. The synchronous and drastic implementation of programs and projects will help provide financial resources, and help remove technical barriers for units to implement investment projects in energy-saving solutions.

The workshop aims to introduce energy-saving investment solutions, financial models, and credit guarantees within the framework of the Project of Promoting Energy Saving in Vietnam’s Industries.

At the workshop, the Project Management Board of Promoting Energy Saving in Vietnam's Industries shared the situation of energy consumption in Vietnam; policies on energy saving in the industry in Vietnam; National program on economical and efficient use of energy 2019 - 2030.

Regarding the Project of Promoting Energy Saving in Vietnam's Industries, there are 2 components: Component 1 – Operation of the Risk Sharing Fund (RSF); Component 2 – Technical Support. The project implementation period is performed from 2022 to 2026. The main beneficiaries of the project are industrial enterprises, financial institutions participating in the project, energy service providers, energy equipment suppliers, and so on.

A representative of Saigon - Hanoi Commercial Joint Stock Bank (SHB) introduced the Risk Sharing Fund (RSF) with the following contents: RSF management mechanism; benefits of banks when participating in RSF; benefits of industrial enterprises and energy service companies (ESCO) when participating in the Project; RSF underwriting approval process; conditions for granting the RSF guarantee; coordination process between banks and enterprises implementing RSF.

In addition, there were presentations on international experiences in implementing guarantee programs for energy-saving investment projects (specifically, the Partial Risk Sharing Fund of India); practice and experience in lending for energy-saving projects at BIDV; energy conservation solutions in the industrial sector and practical experience in the application of energy conservation solutions in industrial enterprises, etc.
