Recommendations on policies for offshore wind power development in Vietnam

An international conference on the proposed roadmap for offshore wind power development in Vietnam and recommendations on policies for Vietnam co-organized by the Ministry of Industry and Trade, the Embassy of Denmark, the Danish Energy Agency and the World Bank took place from September 22 - 23, 2020 in Hanoi.

The conference was held in hybrid format, physically in Hanoi and virtually among Hanoi, Copenhagen (Denmark) and some other endpoints in the world.

During the first day of the conference, experts presented studies on assessment of transmission capacity; domestic supply chain capacity; opportunities and challenges in the development of offshore wind power in Vietnam; experiences in development of policies, industry management systems from countries with developed offshore wind power industries, etc.

The conference attracted the attention of numerous domestic and international experts and investors

In particular, the Danish Energy Agency and the World Bank introduced recommendations on a roadmap for the development of offshore wind power in Vietnam. According to these two organizations, clear, long-term and gradually increasing capacity targets are a prerequisite for the Government to coordinate policies and create confidence in the offshore wind power industry, thereby attracting long-term investment in infrastructure system, supply chain and technology. A right legal framework and a financially viable power purchase agreement in line with international practices are the key to offset new market risks and help open the door to capital investment at an essential level to build a mature offshore wind power industry in Vietnam.

In addition, it is necessary to appoint a single Governmental body as the sole focal point and simplify the licensing process for offshore wind power projects, in order to ensure project completion on schedule; allowing a few large-scale pilot projects to be deployed in phases to activate the industry.

Mr. Hoang Tien Dung - Director of Electricity and Renewable Energy Agency under Ministry of Industry and Trade said that the outcomes of the conference will be important input for the formulation of policies and goals in the National Power Development Master Plan No. VIII - an important policy basis for the development of the energy sector of Vietnam for the next 10 years with a vision to 2045.

The conference addressed a wide range of issues of concern in offshore wind power development, from the project developer's points of view to the supply chain and the investor’s concerns. Discussions during the conference provided an overview of the future of offshore wind power in Vietnam.

With great potential, estimated at 160 GW within 5 - 100 km from shore, Vietnam has favorable conditions for developing an offshore wind power industry. Studies by the Danish Energy Agency and the World Bank forecast that from now to 2030 Vietnam can put into operation 10 GW of offshore wind power.
