The forum was hosted by Mr. Tran Van Tung - Deputy Minister of Science and Technology, Mr. Do Thang Hai - Deputy Minister of Industry and Trade, Mr. Ta Viet Dung - Director of Department of Technology Application and Development (Ministry of Science and Technology).
Deputy Minister of Science and Technology Tran Van Tung speaking at the opening ceremony of the Forum
The 2020 Vietnam Energy and Technology Forum is organized to promote technology research, application and development in order to improve energy efficiency, as well as discuss about challenges and technology solutions for energy sector development, then contribute to promote the implementation of Resolution No. 55-NQ/TW on Vietnam's National Energy Development Strategy Orientation to 2030, with a vision to 2045”.
A large number of delegates attending the Forum
At the Forum, representatives, managers, scientists from businesses and investors discussed policies on sustainable infrastructure development and enhancing the internal capability of manufacturing and service sectors in energy; Transitioning the energy structure in association with sustainable energy development; Technology trends in the global energy sector and applicability in Vietnam; Promoting international cooperation and improving capacity of policy making for sustainable development of the energy sector in Vietnam; Developing electricity systems in association with the national energy security; Hydrogen using in the energy trend and possibility to produce hydrogen from renewable energy sources; Prioritizing credit for high-tech energy projects, etc.
Addressing at the forum, Mr. Le Hai Dang, Head of Strategy and Development Department - EVN, said: Development of the electricity system in the period of 2011-2020 basically ensures to meet national energy security, which is a basis for national socio-economic development. The power supply is strongly improved in terms of indexes: access to electricity, power quality, reliability, and so on.
The delay in schedule of traditional large-capacity power sources makes system provision decline, affecting national energy security in the event of sudden load growth. Development of renewable energy is a common trend, which has significantly contributed to the capacity of the power system recently, but the massive and local development has caused certain difficulties for the operation of the power system and economic benefits of investors.
Mr. Le Hai Dang - Head of Strategy and Development Department of EVN speaking at the Forum
Mr. Le Hai Dang presented the recommendations of EVN such as: The Government soon approved the Action Program to implement the Politburo's Resolution 55-NQ/TW on the national energy development orientation of Vietnam until 2030, vision to 2045.
The Ministry of Industry and Trade will soon complete and submit to the Prime Minister for deciding on a number of strategies and projects with particular importance to maintain energy security in the post-2020 period: Vietnam National Energy Development Strategy; National energy master plan project for the 2021-2035 period, vision to 2050; Strategy for the development of Vietnam's electricity industry; National electricity development planning project for the 2021-2030 period with a vision to 2045.
EVN also recommends competent agencies to consider building a primary energy market, in which gas pipelines shall be managed by PVN and encourage gas suppliers to sell gas to consumers through pipeline systems. A plan for power projects using LNG to ensure overall efficiency, avoid rampant and ineffective investment shall be developed. It is required to consider transforming the economic structure towards increasing the proportion of high-tech industries with great socio-economic efficiency but low energy consumption (electronics and mobile equipment production., etc.), gradually reducing industries that consume large amounts of energy but with low economic efficiency (steel, cement, etc., ). Accordingly, the competent authorities need to clarify the state governance functions on the transmission grid and the role of state-owned enterprises in ensuring national energy security.
