Spectacular achievements
Why has Vietnam gained the aforementioned spectacular achievements?
From a business perspective, EVN has actively realized Resolution 19 from the very beginning. They have set up a "special task force" to implement Resolution 19; directly working with the WB's DoB team to learn about the methodology, how to calculate the getting electricity index in practice, international experiences and lessons learned; doing a survey on the current status of getting electricity performance of the business; determining procedures and duration for handling procedures, etc.
In that way, EVN has identified difficulties, obstacles and proposed solutions to be incorporated into the resolution. The mentioned approach has been continuously maintained since 2014 until now. As a result, solutions to improve the getting electricity index are usually quite specific; and being supplemented, updated and revised every year.
The solutions identify not only circulars and decrees that need to be amended, but also specific amendment requirements that directly address the identified problems and difficulties in order to reduce procedures and shorten the time to get electricity to achieve the maximum possible target.
EVN has also actively coordinated with the People's Committees of provinces and cities; and promoted coordination between local departments and district-level People's Committees to solve problems and difficulties falling under the local authority.
When the relevant decrees and circulars are supplemented or amended, EVN takes the initiative to put them into practice; training and disseminating decrees and circulars on reforming procedures related to getting electricity index performance for 63 provinces/cities. At the same time, EVN regularly reports to People's Committees of provinces/cities to direct related departments and agencies on administrative reform. As a result, 56/63 provinces/cities directly under the Central Government have promulgated a collaboration mechanism in power supply through the medium-voltage grid between power utilities and local departments/agencies.
