Participating in the meeting of the Council before the rainy season in 2021 were representatives from:
- Ministries: Construction, Industry and Trade, Agriculture and Rural Development, Natural Resources and Environment.
- Vietnam Electricity and hydropower companies managing Lai Chau, Son La, Hoa Binh, Huoi Quang and Ban Chat hydropower plants.
- Provinces: Son La, Dien Bien, Lai Chau, Hoa Binh.

Minister Huynh Thanh Dat assessed that Vietnam Electricity, Lai Chau, Son La, Hoa Binh, Huoi Quang and Ban Chat hydropower plants had well performed the management and operation of power plants, the regulation of reservoirs in 2020 and early 2021.
Through the results of monitoring and measurement up to May 2021, the Council viewed that the plants are working safely and stably.
Minister Huynh Thanh Dat requested the 5 power plants to keep on monitoring the phenomena of seepage, cracking, concrete temperature in dam bodies to promptly work out effective solutions. It is necessary to set up water quality measurement stations at the power plants. Synchronously deploying the measurement of sediments of reservoirs to facilitate the assessment of sedimentation throughout the cascade and its impact on the sediment regime in downstream areas.
The Minister, Chairman of the Council also requested to continue monitoring the time of flood transmission from Lai Chau hydropower plant to Son La hydropower plant, from Son La to Hoa Binh, from Ban Chat to Huoi Quang and from Huoi Quang to Son La. It is necessary to study and apply scientific and technological advances to the inspection and monitoring of dams, hydro-meteorological monitoring, calculation of flood processes, etc. to operate the plants efficiently and safely.

The Chairman also suggested that the Ministry of Natural Resources and Environment consider deploying an automatic rain monitoring system and guide the construction of dedicated hydro-meteorological stations in the Da river basin to improve the forecast quality and support the decision making in the operation management process. Developing major flood forecasting plans in the condition that there is not enough information about operation modes of China's reservoirs. Keeping on studying and issuing inter-reservoir operation process in the Red River basin in accordance with the actual needs and conditions of hydro-meteorological forecasting.
5 hydropower plants on the Da river cascade:
- Total electricity production in 2020: nearly 23 billion kWh, an increase of 2.62 billion kWh compared to 2019, accounting for 10.72% of the whole system's electricity output.
- Total electricity production in the first 5 months of 2021: 8.17 billion kWh, an increase of 3.78 billion kWh over the same period in 2020, accounting for 7.67% of the whole system's electricity output.

The Ministry of Agriculture and Rural Development shall guide the hydropower plant operators informulating plans to respond to emergency situations according to regulations; at the same time, soon approve downstream flood maps for EVN's hydropower projects, serving as a basis for hydropower companies to develop their response plans.
There were some other recommendations of EVN such as: The General Department of Meteorology and Hydrology should improve the quality of forecasts to serve the operation and exploitation of hydropower reservoirs, ensuring the reservoir safety and natural disaster prevention and control; The Institute of Geophysics should promptly deploy the project on earthquake forecasting and warning in the Da river basin connected to the Center for Dam Safety Management on the Da river hydropower cascade; The People's Committees of Lai Chau, Dien Bien, Son La and Hoa Binh provinces should communicate with the people about forest plantation and development, towards banning the use of herbicides which destroy the environment, increase soil erosion, increase sedimentation and suspended substances affecting the water quality of reservoirs.
