Speeding up power generation projects

In order to sufficiently meet the electricity demand for socio-economic development, right after Lunar New Year holidays the Prime Minister requested the concerned ministries and authorities to concentrate on directing and taking effective measures to accelerate the implementation progress of major power generation projects.

Power system is strengthened

According to Vietnam Electricity (EVN), in 2018, despite many difficulties, the Group accomplished many important projects, paying much attention to the adoption of new technologies to upgrade and modernize the power system, improve operation efficiency of power plants and power supply reliability. Specifically, with regard to power generation projects, EVN completed Song Bung 2 Hydropower Plant (100MW), Da Nhim Hydropower Plant Extension phase 1 (45MW), put into commercial operation Thai Binh and Vinh Tan 4 Thermal Power Plants.

In 2018, EVN developed and submitted to competent authorities for approval pre-feasibility study reports (PreFS) of the following projects: O Mon 3, O Mon 4 Thermal Power Plants, Dung Quat 1, Dung Quat 4 Thermal Power Plants, Tri An Hydropower Plant Extension; feasibility study reports of Hoa Binh Hydropower Plant Extension, Ialy Hydropower Plant Extension, Song Binh 2, Song Binh 3, Phuoc Thai 2 and Phuoc Thai 3 Solar Power Plant projects; submitted to the Ministry of Industry and Trade for approval the master plan of Tan Phuoc Power Complex.

In terms of power grid investment, in aggregation 253 power grid projects were completed with nearly 4,000km of power lines and 20,150MVA of substation capacity in total. In particular, many of these projects play an important role in improving the capacity of power system and ensure power supply for the South, Ha Noi, and other important loads, etc. At the same time, 223 power grid projects, including important projects such as Vung Ang - Doc Soi - Pleiku 2 500kV transmission line, were commenced.

Mr. Vo Quang Lam, EVN’s Vice President, said that even with certain achievements, the implementation of many power projects were delayed or some projects could not start construction due to problems relating to site clearance, contractor selection or prolonged investment preparation.

In 2019, to meet the demand for economic growth with GDP growth rate from 6.6 to 6.8%, it is projected that the demand for electricity production and purchase of the whole system will reach about 232.5 billion kWh, an increase of 9.2 %; the power sales will get to 211.95 billion kWh, an increase of 9.9% compared to 2018. It is essential to speed up power generation and grid projects which have been listed in the revised master plan, especially the ones facing difficulties in site clearance, new legal documents or financial arrangement.

Following directions of the Government, in 2019, EVN has developed its own construction investment plan. Accordingly, 5 power units (1,560MW) will be put into operation; 3 projects (Quang Trach I Thermal Power, Phuoc Thai 1 Solar Power and Se San 4 Solar Power) will start construction; accelerating construction investment procedures, striving to commence some important projects in 2020 such as: Ialy Hydropower Plant Extension, Hoa Binh Hydropower Plant Extension, O Mon IV Thermal Power Plant, etc.

In 2019, EVN strives to complete 217 projects and to start 230 110 – 500kV power grid projects. To accomplish this goal, EVN made recommendations to the Government and related ministries that they should study and submit to the National Assembly for amendments to some laws related to construction investment activities in order to crack the existing obstacles and ensure the consistency; early approving the projects those have been submitted or delegating authority, empowering, authorizing the approval of some projects; directing local authorities to remove difficulties in site clearance, directing power generation project owners to strictly comply with the revised Master Plan VII.

The Prime Minister asked the Ministry of Industry and Trade to collaborate with the Committee for State Capital Management in State Enterprises in directing and taking effective measures to accelerate the progress of key power generation projects, ensuring sufficient electricity for socio-economic development.
