Prime Minister Nguyen Xuan Phuc attended Thai Binh Thermal Power Plant Inauguration Ceremony

On February 14, 2019 in My Loc commune, Thai Thuy district, Thai Binh province, Vietnam Electricity (EVN) held the inauguration ceremony of Thai Binh Thermal Power Plant project. Prime Minister Nguyen Xuan Phuc attended the ceremony and cut the ribbon.

The project has been completed with satisfactory quality and ahead of the schedule

Thai Binh Thermal Power Plant project has a total installed capacity of 600MW (located in Thai Binh Power Complex). This is one of the top quality thermal power plants in Viet Nam.

Speaking at the ceremony, Prime Minister Nguyen Xuan Phuc affirmed that Thai Binh Thermal Power Plant was one of the projects having important significance in the socio-economic development of Thai Binh province in particular and the country in general; being a cooperation highlight between the governments, people of Japan and Viet Nam.

The project has been completed and put into operation, which is a great honor of the power sector, demonstrating exceptional efforts of the General Contractor and subcontractors from Japan, the United States and Viet Nam, etc.

The Prime Minister requested Vietnam Electricity to adopt state-of-the-art technologies and techniques to the management and operation of the plant in a safe and reliable manner, contributing to the supply of electricity to the country, meanwhile protecting the environment. EVN needs to utilize its abundant experience to speed up and put other generation and grid projects into operation on schedule, securing quality and environmental protection; keeping on shortening the duration of access to electricity, improving the business environment.

Ensuring reliable plant operation and environmental protection

Chairman of EVN’s Board of Directors Duong Quang Thanh said that during 4 years of construction, the Power Generation Corporation No.3/Thai Binh Thermal Power Project Management Board had been cooperating with Marubeni, the General Contractor, in closely following and executing all provisions of the contract and regulations of the authorities regarding project schedule, quality, cost and environmental protection. The completion time of power unit 2 was nearly 1 month earlier than expected.

The project has been inspected, accepted and assessed by the Ministry of Industry and Trade as one of the top quality thermal power plants in Vietnam. The real plant operation in the past time has showed that the quality of flue gas and wastewater after being treated by the plant's treatment system is better than the current codes and standards of Vietnam.

Environmental parameters of the power plant are monitored online by the Department of Natural Resources and Environment of Thai Binh province. Ashes and slags of the plant have been fully consumed and used as cement additive, with no residual ashes.

Since being put into operation, the power units have been operating at the designed capacity, promptly adding output to cover the deficiency of the power system during the dry season of 2018 and 2019. From the beginning of 2018 up to now, the plant has been generating the total output of over 3 billion kWh.

- Project Owner: Vietnam Electricity (EVN); Project management: Power Generation Corporation No.3/Thai Binh Thermal Power Project Management Board

- Construction site: My Loc Commune, Thai Thuy District, Thai Binh Province.

- Total investment cost: About VND 26.5 trillion, equivalent to USD 1.27 billion

- Financial source: Borrowing from the Japan International Cooperation Agency: 85%, counterpart fund of EVN: 15%

- Capacity: 2 units x 300MW

- Technology: Sub-critical pulverized coal combustion technology.

- Fuel: Coal dust 5 from Quang Ninh, combining with HFO oil when starting up

- Commencement date: February 22, 2014

- Completion schedule according to EPC Contract: Unit 1: October 14, 2017; Unit 2: April 14, 2018.

- Estimated annual electricity output: From 3.6 to 3.9 billion kWh
