Science and technology are the foundations helping EVNHCMC improve its power supply reliability  

That is the affirmation made by Mr. Luan Quoc Hung - Head of Technique Department, Ho Chi Minh City Power Corporation (EVNHCMC) in response to evn.com.vn on the unit’s achievement of “reaching the finish line” 2 years ahead of the plan for its criteria of power supply reliability.

Reporter: Could you tell about the Corporation’s outstanding results of power supply reliability in 2018?

 Mr. Luan Quoc Hung

Mr. Luan Quoc Hung: In 2018, many difficulties and challenges were overcome, the EVNHCMC’s indexes of power supply reliability met and surpassed the planned targets. In particular, SAIDI (System Average Interruption Duration Index) was 124.1 minutes, decreasing by 46.5% in comparison with that of 2017, reaching the finish line with 2 years ahead of the 2020 target, etc.

The improvement of power supply reliability has created favourable conditions for economic, cultural and social development in the City’s area. In particular, the reduction of outage time is also a basic factor, making a significant contribution to improving Vietnam's power access index in 2018, raising the index by 37 ranks compared to that of 2017, ranking at 27/190 countries and economies.

Reporter: To gain this achievement, in your opinion, what are the breakthrough solutions implemented by the Corporation?

Mr. Luan Quoc Hung: the Corporation has strongly applied advanced and modern technologies to its grid management and operation. Typically, the number of live-line power repairing teams has increased from 12 into 16 teams in 2018, meeting the requirement of on-grid intervention without power supply interruption by the affiliated power companies, reducing outage time for the customers.

EVNHCMC also promoted the automation of the grid by constructing a remote control center; operating 100% of its 110kV unmanned substations; 80% of the medium voltage lines were operated under remote control, of which 20% of public lines were operated automatically, etc.

Particularly, during Storm No. 9 at the end of November 2018, all the high, medium and low-voltage power grids in the City’s area were monitored and controlled by the remote control center. With only 4 staffs on duty, the Center operated the power grid system safely and stably, promptly switching the power grid throughout the area from distance; or promptly detecting areas at risk of incidents so as to timely arrange fixing teams, etc.

In addition, EVNHCMC effectively applied information technology, particularly the achievements of Industrial Revolution 4.0 such as remote measurement software, information system of grid geography. So that, the efficiency of the grid was improved, reducing outage time for customers.

In addition, the investment, construction, and consolidation of the grid structure also made a significant contribution to improving power supply reliability. Up to now, the grid in Ho Chi Minh City area has been constructed synchronously with reasonable standby capacity.

Reporter: The plan of 2020 has been completed, so what is the EVNHCMC‘s target in the coming period?

Mr. Luan Quoc Hung: In the coming time, the Corporation will focus on core technologies such as big data, universal connections, artificial intelligence, etc.

EVNHCMC is striving to decrease its SAIDI below 100 minutes in 2020.
