Thai Binh Thermal Power Project: Environmental protection is the first and foremost priority

Determining that environmental protection is always the first and foremost priority during the project construction as well as plant operation, Thai Binh Thermal Power Project Management Board has chosen application of new technological equipment.

Up to now, 96% of progress of all the contracts under the project has been implemented and completed.

From burning the first power unit until now, representatives of the local authority and the local people have supervised and affirmed that no environmental incidents have ever happened and all the environmental protection activities of the project have complied with the current legal regulations. The commissioning plan of power unit 1 and its associated structures as well as waste management and treatment plan, environmental protection solutions have been approved by the Ministry of Natural Resource and Environment” – said Mr. Tran Huu Hoc, Deputy Director of Thai Binh Thermal Power Project Management Board.

Environmental observation and supervision has been performed on track. Environmental observation is performed once a month as for air, noise and vibration; once every three months as for underground water, surface water and biological environment. Environmental protection equipment such as chimneys, electrostatic precipitators, desulphurization systems, exhaust gas monitoring system, wastewater treatment system have been installed and tested. Wastewater during commissioning period will be collected and treated according to regulations.

When both power units come into operation, every year the plant will consume approximately 1.6 million tons of coal and release about 570,000 tons of ashes and cinders. To deal with such amount of ashes and cinders, in July 2016, Thai Binh Thermal Power Project Management Board signed a framework contract with Minh Phong Investment Joint Stock Company for consuming all the fly ash, cinder and gypsum amount when the plant is officially put into operation.

Mr. Tran Huu Hoc confirmed: “If the waste released to the environment does not meet environmental requirements according to the current standards and regulations, we pledge to immediately stop the plant commissioning and testing and take preventive actions; at the same time, we will urgently notify the Department of Natural Resource and Environment of Thai Binh province and relevant agencies for their collaborations and directions in remedying the situation. In case that any environmental incidents occur or waste released to the environment does not meet standards, which causes damages to organizations and individuals, we pledge to compensate and remedy consequences according to the legal regulations”.

Some major milestones:

- Commencement of construction: February 22, 2014
- Synchronization of unit 1: May 2017
- Synchronization of unit 2: October 2017.

Waste treatment at the plant:

- Application of Electrostatic Precipitator (ESP) technology with high efficient rate at 99.9%.
- Application of Flue Gas Desulphurization (FGD) system with high efficiency rate at 89.9% to reduce SOx emission equal to or lower than 425 mg/Nm3.
- Application of low NOx burner for boiler, together with air staging technology to reduce NOx emission.
