The Power system operates stably in the record hottest temperature situation

Given a diligent and comprehensive preparation of the whole system, the Power sector has secured electricity supply to the socio – economic development and the residential uses of the people all over the country in the first heat wave of 2017 which is also the record fiercest heat wave over the last 46 years in Hanoi. The information webpage evn.com.vn had a quick record of leaders’ opinions of some organizations.

Mr. Nguyen Duc Ninh

Mr. Nguyen Duc Ninh – Deputy Director of the National Load Dispatch Center (NLDC):

Developing an operation mode for the most extreme situation

This is the first heat wave in the year, however the documented data of electricity consumption from the national power system, the Northern regional power system and the power system of Ha Noi City have continuously set new records.

In details, the maximum capacity of the power system amounted to approximately 30,200 MW on June 2. 2017, experiencing an increase by 13.8% against last week and 10% against the same period last year; the generation output achieved around 631 million kWh, rising by 11.8% compared with that of last week and 10.41% compared with the same period last year. The Northern regional power system alone recorded the highest ever data in the history when the power consumption amount reached nearly 290 million kWh (increasing by 10% against the same period last year).

However, this data is more optimistic than the extreme operation mode scenario that EVN/NLDC contemplated (in which the output of around 658 million kWh, peak capacity of 31,702 MW, growth rate of the Northern power system roughly at 20% in comparison with the day of the highest power consumption in 2016).

Thanks to a comprehensive and attentive preparation of the whole system, EVN/NLDC has taken the initiative in securing electricity supply to the national socio – economic development and the residential uses of the people.

Mr. Pham Le Phu

Mr. Pham Le Phu – Director of the Transmission Power Company 1:

Be prepared for the scenario of 20% growth rate

The scorching hot temperature and the high growth of load during the last days has led to a full – load operation of some transmission lines and substations  including Dong Hoa – Thai Binh 220 kV transmission lines, North – South 500 kV transmission line routes, Thuong Tin, Hiep Hoa, Pho Noi 500 kV substations , 220 kV transformers in Thanh Cong, Van Tri, Mai Dong, Dinh Vu 220 kV substations , etc.

Nevertheless, from the beginning of the year, Power Transmission Company 1 predicted that the power load in the North would grow at an average rate of 12 - 13%, particularly in heat waves (June, July 2017) the load growth rate may reach up to 20% (i.e. approximately 2,400 MW) against the same period in 2016. Therefore, such an abrupt increase in the electricity consumption demand in this heat wave is predicted by the company.

PTC 1 has developed a plan to secure electricity supply in the hot and sunny season for the Company itself and its transmission divisions and substations; transmission teams have established solutions to secure electricity supply, detailed fault remedy scenarios for every substation and transmission line. Transmission lines and substations those are frequently operating full load and overload will be subject to a special monitoring mechanism.  Working groups, teams would regularly examine the use of infrared cameras to detect faults at contact points, etc. so that the power grid under PTC 1’s management operates safely without faults in this spreading heat wave.

Mr. Nguyen Anh Dung

Mr. Nguyen Anh Dung, Vice President of Hanoi Power Corporation (EVNHANOI):

More than 700 distribution substations had been constructed before the hot and sunny season

The power electric consumption amount of the entire Hanoi city has increased sharply during the last days. In particular, on May 31, 2017, the peak demand was as high as 59.66 million kWh, but on June 1, 2017, this figure was jumped up to 62.94 million kWh and particularly on June 3, 2017, it reached 71.5 million kWh – the highest peak demand ever until now.

Although the power demand has increased dramatically, the power grid under EVNHANOI’s management has operated stably and secured electricity supply to the production and living activities of the people in the capital city. To this end, right from October 2016, EVNHANOI requested its member organizations to focus their resources on fulfilling grid upgrade, rehabilitation, construction projects on schedule.

The Corporation had completed three 110 kV projects and more than 700 distribution substations before the hot and sunny season in 2017. Especially, the Corporation has developed a remote monitoring system to remotely monitor customers’ substations in order to identify which substations are full – loaded and over – loaded for promptly load sharing to other substations.

EVNHANOI has commanded their power companies to strengthen their workforces on duty when the temperature goes above 35 degree Celsius, so that faults if any can be remedied promptly and power interruption duration can be diminished. Particularly, when the outdoor temperature is from 36 degree Celsius and higher, EVNHANOI will not cut off grid power, except for the cases of handling faults.

Before the hot season, EVNHANOI informed and communicated to consumers about economical and efficient energy consumption and switching off electric devices when unrequired to release the load.
