On 14 January 2022, in Hanoi, Vietnam Electricity (EVN) held a conference on reviewing the corporate performance in 2021 and deploying tasks in 2022. The Conference was held in the online and offline hybrid mode.
Securing electricity supply in a stable manner, despite many variabilities
By the end of 2021, the total installed capacity of the whole power system reached 76,620MW, an increase of nearly 7,500MW compared to 2020. Of which, the total capacity of renewable energy sources (wind, solar) was 20,670MW, an increase of 3,420MW against 2020, accounting for 27% of the system. The scale of Vietnam's power system has risen to the top of the ASEAN region in terms of installed capacity.
Also in the last year, electricity generation output and import of the whole system was 256.7 billion kWh, up 3.9% compared to 2020. Power sales reached 225.3 billion kWh, up 3.85% compared to 2020.
The national power system experienced a year of tumultuous operation such as electricity demand in many areas decreased due to serious impacts of the COVID-19 pandemic; hydrological conditions changed abnormally and were unlikely to predict; the proportion of renewable energy sources kept on increasing, imposing challenges on the system operation. The National Load Dispatch Center strictly followed the regulations on scheduling, mobilizing, operating and dispatching power plants, optimally operating renewable power sources in real-time to ensure openness, fairness and transparency.
Although the actual load was much lower than the forecast, the wholesale competitive electricity market was secured to operate continuously and stably. Currently, 104 power plants have been participating directly in the electricity market, with a total capacity of 27,957MW, accounting for 36.5% of the total installed capacity of the whole system.
In business and customer service, the quality of electricity service delivery and the diversification of service delivery forms have been further improved by EVN and its member organizations. Outstanding results were achieved in the past year such as non-cash payment for electricity bills reached nearly 95%; more new electricity payment methods were deployed via QRCode, Mobile Money; the rate of electronic transactions in the whole EVN reached 97.89%, an increase of 20.32% compared to 2020; 99.66% of electricity service requests were met through digital-based customer care channels.

Putting into operation many important projects
Despite facing many difficulties and obstacles in performing investment procedures, compensation for site clearance, conversion of forest land use purposes, financial arrangement, the rising cost of materials, and social distancing during the COVID-19 pandemic, Vietnam Electricity and its member organizations have made efforts to basically fulfill the 2021 targets. In which, Upper Kon Tum Hydropower Plant (220MW) and Da Nhim Hydropower Plant Extension (80MW) were put into operation; the cluster of discharge gates of Bac Ai Pumped Storage Hydropower Project was completed.
Also in the past year, EVN commenced constructing three power generation projects including Hoa Binh Hydropower Plant Extension (480MW), Ialy Hydropower Plant Extension (360MW) and Quang Trach I Thermal Power Plant (1,200MW). EVN as a whole started building 195 grid projects and completed 176 ones with voltage levels from 110 – 500kV.
Regarding financial arrangement, in 2021, EVN signed credit facility agreements to arrange non-sovereign loans for Ialy Hydropower Plant Extension (EUR 74.7 million), Hoa Binh Hydropower Plant Extension (EUR 70 million) projects; obtained loans from Vietcombank with the value of VND 27,100 billion for Quang Trach I Thermal Power Plant project.
Some other highlights of EVN in investment – construction is completing the rural power supply project in Lai Chau province, implementing investment procedures for the project of grid connected power supply to Con Dao district by underground cables. Power corporations actively arranged finance of more than VND 1,100 billion to supply electricity to 15,000 unelectrified households in difficult areas in the provinces of Son La, Lao Cai, Lai Chau, Lang Son, and Dien Bien, Nghe An, Ca Mau, etc. By the end of 2021, the number of communes being electrified nationwide reached 100% and the number of households having access to electricity reached 99.65%, 99.45% of which were rural households.

Strong strides in digital transformation
The Group has approved the Master Plan for Digital Transformation in the National Vietnam Electricity Group to 2022, with the vision to 2025 with 45 tasks on technological application and 39 tasks on management.
As a result, by the end of 2021, more than 50% of the management tasks were completed. Out of technological application tasks, 5 were totally completed and 26 tasks had over 50% of the volume completed.
Outstanding figures in the implementation of digital transformation of EVN last year include: realizing 70 - 80% of the total work volume in the two years 2021 -2022; issuing 27,000 electronic identifiers for member organization; connecting more than 50 APIs to the shared software systems; for 3 consecutive years (2019-2021), EVN was honored to receive the excellent digital transformation enterprise award.
"Safe, flexible and effective adaptation"
In 2022, EVN chooses the year theme "Safe, flexible and effective adaptation" to carry on production and business activities, investment - development, performing the digital transformation roadmap under the new normal condition.
Some key objectives of EVN in the new year are: operating the power system safely and reliably, effectively exploiting power sources; taking the initiative to secure coal and gas supplies for power generation; operating the electricity market according to regulations; operating the power system safely and reliably, ensuring the efficiency of power generation, making full use of water resources, meeting water supply requirements for downstream areas, etc.
Regarding construction and investment activities, EVN strives to start constructing and put into commercial operation Phuoc Thai 2 (100MWp), Phuoc Thai 3 (50MWp solar power projects; strives to start constructing O Mon IV Thermal Power Plant project (1,050MW); at the same time, focusing on constructing Hoa Binh Hydropower Plant Extension, Ialy Hydropower Plant Extension, and Quang Trach I Thermal Power project. As for power grid projects, EVN also aims to complete 264 projects and start constructing 233 projects from 110 – 500kV.
In addition, EVN will continue to implement solutions to improve the getting electricity index, implementing "inter-organization one-stop shop" among power companies and State management agencies; connecting with national database platforms through the National Public Service Portal to lessen and shorten records, administrative procedures and automate the process of providing electricity services to customers.
