Attending the ceremony were representatives of the Vietnam General Confederation of Labor, leaders of the People's Committees of Soc Trang, Ba Ria - Vung Tau provinces, Con Dao district, leaders of Vietnam Electricity, leaders of Vietnam Electricity Trade Union, leaders of Power Project Management Board 3 and the contractors, along with many delegates, units participating in the project implementation and workers at the construction site.
Con Dao has a particularly important position in terms of national defense, security and sovereignty over the islands, and also a destination with high historical, cultural and tourism values. However, the current power grid on the island district mainly relies on diesel with limited capacity (11.8MW), unable to meet the needs of future socio-economic development. It is expected that after completion, the project will supply electricity to Con Dao district with a total capacity of about 29MW in 2026, 55MW in 2030 and 90MW in 2035.
Implementing the Party and State's policy on supplying electricity to islands, the Prime Minister and the Ministry of Industry and Trade have assigned EVN to be the investor of the project to supply grid-connected electricity to Con Dao district, with the Power Project Management Board 3 (EVNPMB3) responsible for managing the project. Speaking at the ceremony, EVN leadership emphasized the importance of the project and launched an emulation movement with the goal of completing the project in 2025.
To achieve the set schedule, EVN requested the Power Project Management Board 3, the construction contractors, equipment suppliers, and design consultants to utilize their resources, organize construction continuously 24/7, and closely coordinate with the authorities to remove difficulties, especially in site clearance and handover of sea areas for the project.
EVN pledges mobilizing maximum resources, together with the coordination from ministries, agencies, local authorities, local people and personnel at the construction site, striving to complete the project on schedule, ensuring quality, safety and efficiency, contributing to promoting the socio-economic development of Con Dao district and enhancing marine energy security.

The project has a voltage level of 110kV, with a total length of 103.7km, including:
• Overhead line: 17.5km through Soc Trang province.
• Undersea cable: 77.7km connecting from the mainland to the island.
• Underground cable on the island: 8.5km in Con Dao district.
• Substation: Expanding Vinh Chau 220kV substation (Soc Trang) and building a 110/22kV GIS substation in Con Dao.
Total investment cost: VND 4,923 billion;
Construction commencement: March 2025 and expected to be completed and energized in 2025.
