Creating favorable conditions for businesses and individuals to benefit from rooftop solar power

According to EVN's report, with electricity demand increasing by about 12-13%/year, by 2025, Vietnam needs to increase its capacity by 2,200-2,500MW. Prime Minister Pham Minh Chinh affirmed that ensuring enough electricity for 2025 is an urgent priority and requires the implementation of strong solutions, especially focusing on the direct electricity trading mechanism (DPPA) and developing rooftop solar power.

Accordingly, on October 22, 2024, the Government issued Decree No. 135/2024/ND-CP to encourage the development of rooftop solar power, helping organizations and individuals install and use self-produced and self-consumed solar power without requiring electricity operating licenses, and at the same time allowing unlimited installed capacity under certain conditions.

Rooftop solar power brings many practical benefits. For systems that are not connected to the national power grid or are equipped with zero-export devices, homeowners can produce and consume electricity without having to comply with capacity limits. For households with self-produced, self-consumed solar power systems with a capacity of less than 100 kW, the policy also exempts operating licenses, helping to simplify procedures and promote investment.

Households earn more income, the national grid is less pressured

According to Mr. Do Van Nam, member of the Board of Members of the Northern Power Corporation, rooftop solar power helps households reduce electricity bills, especially during the day when electricity demand is high.

In addition to saving money, rooftop solar power also helps households earn more income. For households with grid-connected systems, if the amount of electricity produced is not fully consumed, they can sell it back to the national grid, but not more than 20% of the actual installed capacity. The government is also offering an attractive solar power buyback price, motivating many families to invest in this model, quickly recovering initial costs and having an additional stable source of income.

The rooftop solar power development policy also helps Vietnam reduce its dependence on fossil fuels, which are non-renewable resources and put a lot of pressure on imports.

Promoting economic development and the solar power industry

The installation of rooftop solar power systems by individuals or households not only brings direct benefits but also promotes the development of related industries.

Minister of Industry and Trade Nguyen Hong Dien said that the Government has introduced many preferential policies to support households in installing solar power systems, such as exempting import tax on equipment and providing preferential loan packages. These policies help reduce initial costs, creating conditions for many people to access solar power systems. This not only promotes the development of the solar power industry but also creates more jobs in areas such as installation, engineering, and system maintenance.

Supportive policies from the Government play an important role in promoting the development of solar power and creating a foundation for a green energy future. Encouraging individuals and households to install rooftop solar power not only helps save electricity costs, and protect the environment but also contributes to the country's energy security and sustainable development.
